“双创”政策背景下广西高等教育面临的机遇和挑战

【摘要】：广西,是一个沿海地区,又是边疆民族地区,还与广东、香港、澳门相邻。在拥有东部的区位优势的同时,又有多个出海港口,还有西部大开发政策的保障,在这些优势下应该发展潜力很大。但是,2015年,广西的GDP总量在全国GDP总量排名中位列第17名,广西的人均GDP在全国人均GDP排名却是倒数第4。广西高等教育受经济发展状况、多元的民族文化、地区教育体制及区域发展水平等因素限制。其高等教育的发展水平与中东部发达地区高等教育发展水平相比,差距很大,因而如何实现广西高等教育的跨越式发展,是很值得我们进行深入思考和探讨的重要问题。2016年中央政府工作报告中提出,要充分释放全社会创业创新潜能,发挥大众创业、万众创新,构建企业、高校、科研机构等多角色协同的新型创新创业机制。广西的高等教育尤其需要寻求一个合适的富有创新的发展之路才能应对全球化带来的冲击。本研究主要从政府管理的角度对广西高等教育面临创新创业(简称双创)政策带来的机遇和挑战进行研究,借助文献分析法、问卷调查法等研究方法对广西高校创新创业教育情况进行调查分析。其次从社会、政府、学校不同层面分析当前创新创业政策带来的机遇,探究广西高等教育面临国际与国内的各种挑战,最后提出应对国际与国内挑战的对策,即国际上通过加强广西与东盟国家高等教育人才培养的交流与合作;同时转变政府职能,促进大学生双创条件的完善;提高广西基础教育水平,拉小与国际教育差距;国内则对应各地双创人才要求,培养匹配型人才;吸引外资入住广西双创基地,缓解广西财政压力;发展广西特色教育,引进国际双创理念,合理构建一个具有广西特色的双创教育。
[Abstract]:Guangxi, a coastal area, and a frontier ethnic area, is also adjacent to Guangdong, Hongkong and Macao. With the advantages of the eastern region, there are many sea ports, as well as the protection of the western development policy, which should have great potential under these advantages. However, in 2015, the total amount of GDP in Guangxi ranked among the national GDP total. The development level of higher education is quite different from the level of higher education in the developed areas in the Middle East. The leapfrog development of higher education in Guangxi is a very important question which is worthy of our deep thinking and discussion. In the report of the work of the central government in.2016, it is proposed to fully release the creative potential of the whole society, make full use of the masses and create a new type of innovation and entrepreneurship mechanism, such as enterprises, colleges and research institutions, and so on. The higher education in the west, in particular, needs to seek a suitable and innovative way to cope with the impact of globalization. This study mainly studies the opportunities and challenges brought about by the policy of innovation and entrepreneurship in Guangxi's higher education from the perspective of government management, with the help of literature analysis, questionnaire survey and other research methods. This paper makes an investigation and Analysis on the situation of innovation and entrepreneurship education in Universities in Guangxi. Secondly, it analyzes the opportunities brought by the current innovation and entrepreneurship policy from different levels of society, government and school, explores the challenges facing international and domestic higher education in Guangxi, and finally puts forward countermeasures to deal with international and domestic challenges, namely, by strengthening Guangxi and ASEAN in the world. The exchange and cooperation of the national higher education personnel training; at the same time change the government function, promote the perfect conditions for the double creation of college students; improve the basic education level of Guangxi, pull the gap between the small and the international education; the domestic two create the requirements of the dual creative talents, train the matching talents, attract foreign capital to stay in the Guangxi double creation base and relieve the financial pressure of Guangxi; We will develop Guangxi's characteristic education, introduce the concept of international double creation, and rationally build a double creation education with Guangxi characteristics.
