我国公办高校自我发展能力研究

【摘要】：近年来,我国公办高校管理泛行政化弊端逐渐被人们所认识,高校管理去行政化成为高等教育改革中最为突出的焦点问题之一。由于现有的去行政化研究主要将焦点集中在了政府身上,如呼吁政府应当改革、如何改革的研究数不胜数,这样政府便成了去行政化研究的主体,相反,作为去行政化的对象,高校却一直遭到忽视。目前理论界对于去行政化之后公办高校本身的发展问题缺乏关注。政府对公办高校的行政化管理虽然给高校发展带来了一定程度的扭曲,但公办高校凭借与政府的紧密联系,确保了自身发展所需的人财物和制度资源的供给,公办高校摆脱政府行政化管理的同时,必将失去政府原有的绝大部分支持,那么公办高校能否主动从社会获得所需资源,谋求自我发展,即是否具备自我发展能力,将成为一个关乎公办高校生存发展的重要问题。通过对去行政化理论和自我发展能力相关研究的学习,本文提出了公办高校自我发展能力这一概念。在对这一概念进行界定并分析其构成要素的基础上,本文进一步分析了我国公办高校自我发展能力的现状、问题及原因,并针对现存问题,从我国公办高校的物质资本、社会资本、人力资本、文化资本和发展权利五个方面提出了培育我国公办高校自我发展能力的对策。本文认为我国公办高校应当:增强资源利用和获取能力;提高社会力量的参与度和科学性;推进各项制度改革;增强文化功能的发挥;加快推进高等教育管理去行政化进程。
[Abstract]:In recent years, the maladministration of administration in the management of public colleges and universities has gradually been recognized by the people, and the administration to administration has become one of the most prominent issues in the reform of higher education. In this way, the government has become the subject of administrative research. On the contrary, as the object of administration, the university has been neglected. At present, the theoretical circles lack attention to the problem of the development of the public colleges and universities after the administration. The government's administrative management to the public colleges and universities has brought a certain degree of distortion to the development of the University, but it is public. With the close contact with the government, colleges and universities ensure the supply of human resources and resources needed for their own development. Public colleges and universities will lose most of the government's original support when they get rid of the administration management of the government. Then whether public universities can obtain the necessary resources and seek self development from the society, that is, whether they have self-development. The ability of exhibition will become an important issue about the existence and development of public colleges and universities. Through the study of the related research on the theory of administration and the ability of self development, this paper puts forward the concept of self-development ability of public colleges and universities. On the basis of defining the concept and analyzing its composition, this paper further analyses the public of our country. In order to deal with the present situation, problems and reasons for the self-development ability of colleges and universities, and aiming at the existing problems, the countermeasures are put forward from five aspects of the material capital, social capital, human capital, cultural capital and the right to development of public universities in our country. This article holds that the public colleges and universities in our country should: strengthen the utilization and gain of resources. We should take the ability to improve the participation and science of the social forces, promote the reform of various systems, enhance the function of culture, and accelerate the process of administration of higher education.
