美国公立大学共同治理困境的研究

【摘要】：大学治理通过一套制度或文化来协调大学与所有利益相关者之间的关系,从而保证大学决策科学化,最终实现大学目标。合理的大学治理结构是现代大学的基石之一,是大学有效运行的重要保障。从早期的殖民地学院开始,美国高校就由校外人士掌权。随着校长和教师的力量不断壮大,他们逐渐要求参与到学校的治理中,最终形成了“共同治理”的治校模式。共同治理(Shared Governance)最早是由美国大学教授会于1966年提出的,发展到今天,已经成为美国大部分高校的治理模式,对美国大学的发展意义重大。公立大学作为美国教育系统的重要组成部分,也深深受益于共同治理模式,不断发展壮大。但随着教育大众化的发展,在内外各种因素影响下,共同治理模式受到了一定的挑战。因此,分析公立大学共同治理的困境,找出困境产生的原因,可以从反面把握共同治理原则。通过分析原因提出一些有效的解决措施,也对我国高校治理有着积极的借鉴意义。文章主要分为四个部分:绪论部分。从国内和国外两方面介绍了选题来源;从理论和实际两方面说明了选题的意义;界定了“治理”、“共同治理”、“公立大学”的概念;分析了国内外的研究现状;阐述了论文的研究方法及研究的创新点。第一部分。主要是对美国公立大学的共同治理模式做基本的介绍,包括共同治理的思想内涵、共同治理机制中的主要参与主体以及共同治理的意义。第二部分。分析公立大学共同治理模式的困境及其产生的原因。困境主要是对一些现状的描述,原因主要从校外(州政府、市场等)和校内(董事会、校长、教师)两大方面进行分析。第三部分。公立大学共同治理困境的解决措施及对我国的启示。针对原因对症下药,从外部组织及内部利益主体等多角度寻找可行性的解决方法。同时,从制度上层面和精神层面分析共同治理对我国公立大学的借鉴意义。
[Abstract]:University governance coordinates the relationship between the university and all stakeholders through a set of system or culture to ensure the scientific decision-making of the university and ultimately achieve the university goal. Rational university governance structure is one of the cornerstones of modern universities and an important guarantee for the effective operation of universities. Since the early colonial colleges, American colleges and universities have been dominated by outsiders. With the growing strength of principals and teachers, they gradually request to participate in the governance of schools, and finally form a "common governance" model of school governance. Co-governance (Shared Governance) was first put forward by American university professors in 1966. It has become the governance mode of most American universities and is of great significance to the development of American universities. Public universities, as an important part of the American education system, have also benefited greatly from the common governance model. However, with the development of education popularization, the common governance model has been challenged under the influence of internal and external factors. Therefore, by analyzing the dilemma of common governance in public universities and finding out the causes of the difficulties, we can grasp the principle of common governance from the opposite side. Some effective measures are put forward through analyzing the reasons, which is also of great significance to the administration of colleges and universities in our country. The article is divided into four parts: introduction. This paper introduces the origin of the selected topic from both domestic and foreign aspects, explains the significance of the topic from both theoretical and practical aspects, defines the concepts of "governance", "common governance", "public university", and analyzes the current research situation at home and abroad. The research method and innovation of this paper are expounded. Part I This paper mainly introduces the common governance model of American public universities, including the ideological connotation of common governance, the main participants in the mechanism of common governance and the significance of common governance. Part II This paper analyzes the dilemma of the common governance model of public universities and its causes. The difficulties are mainly described from the outside (state, market, etc.) and school (board of directors, principals, teachers). Part three. The solution of Public University's Common Management predicament and its Enlightenment to our country. To solve the problem, the author tries to find a feasible solution from external organization and internal interest body. At the same time, from the system level and the spiritual level to analyze the common governance to our country public university reference significance.
