管办评分离体制下高等教育评估机构完善对策研究

【摘要】：我国高等教育评估机构的改革是我国高等教育体制改革的重要组成部分,也是政府治理现代化的必然需求,对保障高等教育质量有着重要的意义。随着我国社会主义市场经济的发展,市场对人才资源的需求在逐步增多,高校人才培养的质量问题成为社会关注的焦点。高等教育“管办评”分离体制改革使得我国高等教育评估机构的问题越来越突出,人才质量和高等教育评估机构的发展密切相关,发展和完善我国的高等教育评估机构成为解决问题的关键所在。首先阐述了高等教育“管办评”分离的大背景,明确了“管办评”分离对于发展和完善我国高等教育评估机构的迫切性和必要性意义。通过回顾我国高等教育评估机构的发展历程,经历了从无到有的过程,在二十几年的发展过程中我国高等教育评估机构主要是依附于政府而存在,这在特定时期起到了一定的作用,随着社会主义市场经济的发展和高等教育大众化,我国的高等教育评估评估就暴露出了许多问题,分别从从制度上、理念上和评估方法上对这些问题进行总结,并分析了造成这些问题的原因。再对比分析高等教育评估比较完善的美国和英国,总结了他们发展特点和优势。最后,在考虑到我国高等教育发展的水平和借鉴美国高等教育评估的发展经验基础上就如何建立起符合我国高等教育评估机构,提出了具体的建议措施,对于完善我国的高等教育评估机构应从机构内部和外部环境入手。一方面对高等教育评估机构扶持和引导,另一方面完善评估机构内部结构,共同努力完善我国的高等教育评估机构,为保障我国高等教育质量能够稳步提升。
[Abstract]:The reform of our country's higher education evaluation institution is an important part of the reform of our country's higher education system, and it is also the inevitable demand of the modernization of government governance. It is of great significance to guarantee the quality of higher education. With the development of socialist market economy in China, the demand for talent resources in the market is gradually increasing, and the quality of talent training in colleges and universities has become the focus of attention. The reform of the separation system of higher education management and evaluation makes the problems of higher education evaluation institutions more and more prominent, and the quality of talents is closely related to the development of higher education evaluation institutions. The key to solve the problem is to develop and perfect the evaluation institutions of higher education in our country. Firstly, this paper expounds the background of the separation of "management and evaluation" in higher education, and clarifies the urgency and necessity of the separation of "management and evaluation" for the development and improvement of higher education evaluation institutions in China. Through reviewing the development course of our country's higher education evaluation institutions, we have experienced the process from nothing to existence. In the course of more than twenty years' development, our country's higher education evaluation institutions mainly depend on the government to exist. This played a role in a certain period. With the development of the socialist market economy and the popularization of higher education, the evaluation of higher education in our country has exposed many problems, respectively from the system, These problems are summarized conceptually and evaluated, and the causes of these problems are analyzed. Then, the comparative analysis of the higher education evaluation of the United States and the United Kingdom, summed up their development characteristics and advantages. Finally, on the basis of taking into account the level of higher education development in our country and drawing on the development experience of American higher education evaluation, this paper puts forward some concrete suggestions on how to establish a higher education evaluation institution in line with our country. In order to perfect our country's higher education evaluation institutions, we should start with the internal and external environment. On the one hand, it supports and guides the higher education evaluation institutions, on the other hand, it improves the internal structure of the evaluation institutions and makes joint efforts to perfect the higher education evaluation institutions in China, so as to ensure the steady improvement of the quality of higher education in our country.
