新时期我国高校辅导员制度及健全策略研究

【摘要】:高校辅导员制度,作为我国高等教育制度的一个重要组成部分,是高校人才培养的一项重要制度,是高等教育大众化的必然选择,我国的辅导员制度历经了数十载的发展历程,为我国高等教育事业的发展做出了重要的贡献,充分显示了其在大学生思想政治教育中的重要性,也有力的证明了辅导员制度是适合我国国情的思想政治教育制度。不同时期,辅导员制度承载着不同的历史任务,但是最终目标都是为了培育合格的社会主义建设者和接班人。本文以马克思主义关于人的全面发展理论、科学发展观中以人为本的理论为依据,以前人的史料为基础,分析并梳理了辅导员制度发展的整个历程,总结辅导员制度的基本经验,创造性的以2004年国务院出台的16号文件为分界点,将2004年之后的时期划分为新时期,着重对新时期辅导员制度进行了研究。在高等教育大众化的新时期,大学生思想政治工作提到了前所未有的高度,辅导员在育人中的价值愈发凸显,随着高等教育改革的逐步深入,辅导员的管理机制、工作的对象、工作的内容及工作的方式都发生了变化,辅导员制度面临着与现实需求脱节、发展上还有些滞后、制度还不够健全等问题。鉴于此,本论题力图从制度的视角出发,以高校辅导员制度的历史沿革为研究的逻辑起点,以高校辅导员制度存在的问题为逻辑展开,以健全高校辅导员制度为逻辑归宿点,对我国高校辅导员制度进行主动思考和探究,创造性的提出要转变辅导员的工作理念和角色,将理念从管理学生转变为服务学生,建立亦师亦友的良好关系,促进学生全面发展。提出从加强高校辅导员制度理论建设与研究,明确辅导员身份定位与岗位职责,优化高校辅导员配备制度、培养与发展制度、完善辅导员管理与考核制度、借鉴国外学生事务管理制度优秀经验等方面着手,积极探索我国高校辅导员制度的健全策略,为增强高校辅导员制度建设的科学性和有效性提供理论支撑和实践方法。
[Abstract]:As an important part of China's higher education system, the college counselor system is an important system for the cultivation of talents in colleges and universities. It is an inevitable choice for the popularization of higher education. It has made an important contribution to the development of our country's higher education, has fully demonstrated its importance in the ideological and political education of college students, and has also proved that the counsellor system is the ideological and political education system suitable for the national conditions of our country. In different periods, the counselors system carries different historical tasks, but the ultimate goal is to cultivate qualified socialist builders and successors. Based on the Marxist theory of all-round development of human beings, the people-oriented theory in the scientific development view, and the historical data of previous human beings, this paper analyzes and combs the whole course of the development of the counselor system. This paper summarizes the basic experience of the counselors system, creatively divides the period after 2004 into the new period, and focuses on the study of the counsellor system in the new period, taking the document No. 16 issued by the State Council in 2004 as the dividing point. In the new era of popularization of higher education, the ideological and political work of college students has been raised to an unprecedented height, and the value of counselors in educating people has become increasingly prominent. With the deepening of the reform of higher education, the management mechanism of counselors, the object of work, The contents of the work and the way of work have been changed. The counsellor system is facing some problems, such as the disconnection with the actual demand, the lagging of the development, the imperfect of the system, and so on. In view of this, this thesis tries to start from the perspective of the system, take the historical evolution of the college counselor system as the logical starting point, take the problems existing in the college counselor system as the logical starting point, and take the perfection of the college counselor system as the logical end-result point. This paper actively ponders and probes into the system of college counselors in our country, and creatively puts forward that we should change the work idea and role of counselors, change the idea from managing students to serving students, and establish a good relationship between teachers and friends. To promote the all-round development of students. In this paper, the author proposes to strengthen the theoretical construction and research of college counselors' system, to clarify the position of counselors' identity and duties, to optimize the system of college counselors' allocation, to cultivate and develop the system, and to perfect the system of counselors' management and assessment. Drawing lessons from the excellent experience of foreign student affairs management system, this paper actively explores the sound strategies of college counselors system in China, and provides theoretical support and practical methods for enhancing the scientific and effective construction of college counselors' system.
