在完善高校内部治理结构中加强学术委员会建设

【摘要】：我国高校学术委员会建设还处于探索时期,需要在完善高校内部治理结构的前提下,解决提高认识、职权划分、具体操作三个方面的问题。大学是学术组织,学术是目的性活动,行政是手段性活动,要从大学的学术性特征认识学术委员会建设的重要性。在长期形成的大学内部治理结构中,决策主要由政治系统和行政系统做出,没有学术委员会的位置。要依法重新进行权力划分,确立学术委员会的学术决策权。在学术委员会的具体运作中,要重视研究学术权力和行政权力的"之间""交错""重叠",通过以两个"优先"为原则,区分学术、行政、综合三种决策,实行交叉任职,对校、院、系三级权力,做出不同划分等,推进学术委员会工作的良性运行。
[Abstract]:The construction of academic committee of colleges and universities in our country is still in the period of exploration. Under the premise of perfecting the internal governance structure of colleges and universities, we need to solve the problems of raising understanding, division of authority and power, and concrete operation. University is an academic organization, academic is a purposeful activity, and administration is a means activity. The importance of the construction of academic committee should be recognized from the academic characteristics of the university. In the long-formed university internal governance structure, the decision-making is mainly made by the political system and the administrative system, and there is no academic committee position. It is necessary to reclassify the power according to law and establish the academic decision-making power of the academic committee. In the concrete operation of the academic committee, we should pay attention to the study of "staggered" and "overlapping" between academic power and administrative power. By taking two "priority" as the principle, we should distinguish academic, administrative, and comprehensive decision-making and implement cross-appointment. Three-level powers of schools, colleges and departments, to make different divisions, to promote the work of academic committees benign operation.
