高校智库建设:国际、国内经验及对江苏的启示

【摘要】：江苏"两个率先"理论体系构建、"八项工程"举措实施,迫切需要江苏高校智库协同攻关、超前研究、率先探索。在这样的政策环境和目标导引下,江苏高校要充分吸收国内外著名高校智库建设经验,建设高端高校智库,打造学术研究高地,谱写中国辉煌梦的江苏篇章。国内外著名高校智库建设带给江苏高校智库的启示是,机制层面上加强顶层设计,经费层面上注重多元投入,影响层面上加大平台建设,人才层面上构建"旋转门"机制。
[Abstract]:In order to construct the theoretical system of "two first" and carry out "eight projects" in Jiangsu Province, it is urgent for the university think tank in Jiangsu to cooperate in tackling key problems, study ahead of time, and take the lead in exploring. Under such a policy environment and goal guidance, Jiangsu colleges and universities should fully absorb the experience of the construction of famous university think tanks at home and abroad, build high-end university think tanks, build academic research heights, and write the chapter of China's brilliant dream in Jiangsu. The inspiration of the construction of the famous university think tank at home and abroad to Jiangsu university think tank is to strengthen the top level design on the mechanism level, to pay attention to the multiple input on the fund level, to increase the platform construction on the influence level, and to build the "revolving door" mechanism on the talent level.
