大学治理现代化的困境与超越

【摘要】：大学治理现代化是指以累积治理有效性来强化治理合法性的过程,是大学自身不断建构的过程,也是大学治理改革的目标。我国大学治理现代化面临形式有效性和实质有效性的双重危机,这在治理体系方面表现为治理共识不足,治理结构有待完善;在治理能力方面表现为既得利益群体与权力精英共谋互为强化,治理失范行为时有发生。超越大学治理现代化困境的可能路径是不断累积治理有效性进而强化治理合法性:一是培育大学信仰,提高发展战略目标的有效性;二是实施好大学章程,提高治理体系的有效性;三是规制既得利益群体,提高治理能力;四是以程序正义和道德规范治理行为,打破政绩困局。
[Abstract]:The modernization of university governance refers to the process of strengthening the legitimacy of governance with cumulative governance effectiveness. It is not only a process of continuous construction of the university itself, but also a goal of the reform of university governance. The modernization of university governance in our country faces the double crisis of formal effectiveness and substantive effectiveness, which shows that the governance system is lack of consensus on governance, and the governance structure needs to be improved. In the aspect of governance ability, the vested interest groups and power elites collude with each other to strengthen each other, and the out-of-standard behavior of governance occurs from time to time. The possible way to transcend the dilemma of university governance modernization is to continuously accumulate governance effectiveness and then strengthen governance legitimacy: first, cultivate university beliefs and improve the effectiveness of development strategic objectives; The second is to implement the university charter and improve the effectiveness of the governance system; the third is to regulate the vested interests and improve the governance ability; the fourth is to use procedural justice and moral norms to govern the behavior to break the difficult situation of political achievements.
