比较视阈中的我国教育公平制度研究

【摘要】: 教育公平问题是我国社会公平的一个重要方面,教育公平也是实现社会公平的首要任务和基本途径。目前教育的不公平状况已经得到的教育界和社会的普遍关注。教育不公平会严重阻碍教育的发展和和谐社会的建设。我国教育公平问题已经成为教育界关注的热点。教育公平制度旨在规范教育行为的公平性,为教育公平提供制度保障。 对于教育公平的研究,无论从国内还是国外都有很多理论成果和实践的经验。在学习前人研究成果的基础上,如何建立一套教育公平的制度和如何促进教育制度的公平是当前研究的重点。国外对于教育公平的关注比较早,已经有很多成形的经验和制度实践可供我们学习。在国际上,韩国、美国、芬兰和日本的教育公平进展比较超前,他们对教育公平制度的实践为我国改进教育制度,建立起符合我国国情的教育公平制度有很大的借鉴意义。 近些年来,我国教育公平已经取得了一定的成就,促进了教育的均衡发展,但是也存在一些难以解决的制度性障碍,使得教育工作陷入了一些困境。这些制度问题包括:教育资源配置的不公平、入学制度不公平、教学制度不公平、教育评价制度不公平。阻碍教育公平的制度性因素有如下几个方面:分级管理制度不利于教育公平、教育腐败加剧了教育不公平和户籍制度牵制弱势群体接受公平的教育等等。 为了保证教育的公平性,必须建立起一套教育公平的法律制度,用法律的强制力来保障教育公平发展;要改革教育资源的配置制度,调整人事分配制度,促进教师资源的合理流动;建立起来弱势补偿制度,加大对弱势群体的补偿力度:同时建立起来全社会参与的教育均衡发展的督导制度,遏制教育腐败的蔓延。最后要大力推进素质教育,最终建立终身教育制度。因为只有建立起终身教育制度才能彻底解决教育不公平的问题,形成适合所有个体发展的教育体系,满足人们对教育的不同需求。
[Abstract]:The issue of educational fairness is an important aspect of social equity in China. Education equity is also the primary task and basic way to realize social equity. The unfair situation of education has been the universal concern of educational circles and society. Education injustice will seriously hinder the development of education and harmonious society. The issue of educational fairness in our country has become a hot topic in the field of education. The system of educational fairness aims at standardizing the fairness of educational behavior. To provide institutional protection for educational fairness. For the research of educational fairness, there are many theoretical achievements and practical experiences both at home and abroad. How to set up a system of education equity and how to promote the equity of education system are the focus of current research. Foreign countries have paid attention to education equity earlier, and there have been many formative experiences and institutional practices for us to learn. South Korea, the United States, Finland and Japan have advanced the progress of educational fairness. Their practice of educational equity system has great significance for our country to improve the educational system and establish an educational fair system in accordance with the national conditions of our country. In recent years, China's educational fairness has made some achievements, promoting the balanced development of education, but there are also some system obstacles that are difficult to solve. These problems include the unfair allocation of educational resources, the unfair enrolment system, the unfair teaching system, The system of education evaluation is unfair. The institutional factors that hinder the education fairness are as follows: the hierarchical management system is not conducive to the education fairness, the education corruption has aggravated the education unfairness and the household registration system has restricted the disadvantaged group to receive the fair education and so on. In order to ensure the fairness of education, it is necessary to set up a set of legal system of education fairness, to guarantee the fair development of education by the force of law, to reform the system of allocation of educational resources and to adjust the system of personnel distribution. To promote the reasonable flow of teachers' resources, to establish a system of compensation for the disadvantaged, to increase the compensation for the vulnerable groups, and to establish a supervision system for the balanced development of education in which the whole society participates, To curb the spread of corruption in education. Finally, we must vigorously promote quality education and finally establish a lifelong education system. Only by establishing a lifelong education system can we thoroughly solve the problem of education inequity and form an education system suitable for the development of all individuals. Meet people's different needs for education.
