比较视野下贵州省高中课程改革策略研究

【摘要】:普通高中教育作为基础教育的重要组成部分,衔接着义务教育和高等教育,其教育质量和水平不仅决定着高等教育的生源质量,而且影响着社会劳动力的实际状况。在当代教育改革的大背景下,世界各国非常重视高中阶段的教育改革,把高中课程改革作为改革的核心内容。我国2004年启动了新一轮的高中课程改革,贵州省于2010年秋季进入课程改革实验。基于国际视野,从课程改革策略的理论出发,寻求欠发达省域——贵州省的高中课程改革策略,不仅有助于拓展高中课程改革的研究领域,进一步丰富课程改革理论,丰富高中课程改革研究的方法论视野,也有助于增强课程改革的针对性和实效性,有助于学校、教师、学生和家长提高认识并真正融入课程改革。 立足于国内外高中课程改革的历史与现实,本研究运用国别比较与国内区域比较方法,进行区域高中课程改革策略的理性选择。国别比较研究的结论显示,美国、日本和印度等国的高中课程改革始终强调学生的主体作用,坚持学生发展的课程理念,突出终身学习的课程目标,力求课程结构的整合化;始终强调课程内容的基础性、注重民主参与的课程管理;始终强调基础性课程、提倡多样化课程、开展综合实践课程,关注非智力素质的发展。与此相应的是,国内省域比较的结论也显示,我国高中课程改革的理念基本符合国际高中课程改革的发展趋势。不过,中国的高中课程改革是由中央政府统筹指挥、地方自主实施的课程改革,因此具有原则的统一性、丰富的地方性、多样的校本性等特征。在实施过程中,通过样本校策略积极稳妥推进课程改革,通过科研引领提升课程改革的水平,通过特色校本丰富课程改革的内涵,注重稳妥处理课程改革与高考间的关系,不断加大政策扶持和资金投入,强化课程改革过程中的校长和教师培训,逐步达成高中课程改革的理想和目标。 基于国别比较和省域比较的研究基础,研究者对贵州省高中课程改革情况进行了系列调研。调研发现,贵州省课程改革存在理念有待内化、课程改革条件欠缺、资源系统化程度低、管理机制不灵活、改革与教学评价之间相冲突等问题。面对困境,贵州省高中课程改革应从以下方面突破:(1)实现高中课程改革中央政策与贵州实际的有机结合;(2)建立系统化的高中课程改革制度;(3)构建省级地方课程框架与完整科学的高中课程结构;(4)建立一支系统的、执行力强的高中课程改革队伍,发挥高中课程改革队伍的基础性作用。(5)实施科学多元化的课程改革评价。 高中课程改革是一项具有重要意义的教育改革,其实施策略的研究和分析具有时间跨度和空间深度。从某种意义上讲,课程改革策略及其实施是相对的,必须根据不同区域甚至学校实际情况来选择,必须科学划分宏观、中观和微观策略的界限和功能。另一方面,这种策略及其实施又是相对稳定的。教育作为一种公共服务的育人事业,不可能朝令夕改,策略-旦选择,必须按照教育教学规律和人的身心发展规律,稳步向前推进。对于诸如贵州这样的欠发达省份实施高中课程改革,在策略选择上,必须从时间的跨度和空间的深度进行分析,学习借鉴国内外的经验做法并实现本土化,以期更好地推进课程改革,实现贵州省高中课程改革与全国同步,实现国家制定的高中课程改革的目标,以此推动贵州高中教育的跨越式发展,这既对贵州省高中教育发展意义重大,就全国而言,影响也将是深远的。
[Abstract]:The general high school education , as an important part of basic education , is connected with compulsory education and higher education . The quality and level of education not only determines the source quality of higher education , but also affects the actual situation of the social labor force . In the background of the reform of the contemporary education , the countries of the world attach great importance to the reform of high school curriculum reform .
Based on the history and reality of high school curriculum reform at home and abroad , this study applies the national comparison and domestic regional comparison method to the rational choice of regional high school curriculum reform strategy . The conclusion of the country comparative study shows that the reform of high school curriculum in the countries such as USA , Japan and India always emphasizes the subject function of the students , insists on the curriculum idea of students ' development , emphasizes the course goal of lifelong learning , and seeks the integration of curriculum structure ;

In the course of implementation , the reform of high school curriculum in China is basically in line with the development trend of international high school curriculum reform . Based on the research of the comparison between the country and the province , the researchers conducted a series of research on the reform of high school curriculum in Guizhou province . The research found that the concept of curriculum reform in Guizhou province is to be internalize , the condition of curriculum reform is deficient , the degree of resource systematism is low , the management mechanism is not flexible , the reform and the teaching evaluation are in conflict with each other . In the face of the predicament , the reform of high school curriculum in Guizhou province should be broken through : ( 1 ) the realization of the central policy of high school curriculum reform and the organic combination of Guizhou ;
( 2 ) Establish a systematic high school curriculum reform system ;
( 3 ) To construct the high school curriculum structure of provincial local curriculum framework and complete science ;
( 4 ) Establish a system of high school curriculum reform team with strong ability to carry out the basic role of the high school curriculum reform team . ( 5 ) Implement the curriculum reform evaluation of science diversification .
The reform of high school curriculum is an important educational reform . The research and analysis of its implementation strategy has time span and spatial depth . In a sense , curriculum reform strategy and its implementation are relatively stable . In some sense , this strategy and its implementation are relatively stable .
