中国教育资源配置效率研究

【摘要】: 本文首先研究了中国教育资源宏观配置效率。通过建立教育资源宏观配置的理论模型,证明出当教育投资和非教育投资的边际产出相等时,教育资源宏观配置达到最优的结论。在修订后的理论模型的基础上,对改革以来中国教育资源的宏观配置效率进行了实证研究,结论证明中国教育资源在宏观上没有实现最优配置。 本文接着研究了中国教育资源中观配置效率。通过理论模型的建立和推导,分别得出教育资源级次配置、类别配置和区域配置达到均衡的理论条件。在理论模型的基础上,使用中国的相关数据进行实证分析和政策模拟,结果证明中国目前教育资源的级次、类别和区域配置都没有达到最优。 本文还研究了中国教育资源微观配置效率。通过理论模型的建立和推导,分别得出基础教育优质资源和高等教育资源微观配置达到均衡的理论条件。在理论模型的基础上,使用中国的相关数据进行实证分析和政策模拟,结果证明中国目前基础教育和高等教育的微观配置都没有达到最优。 最后本文针对中国教育资源配置中存在的问题,系统地提出了提高教育资源配置效率的政策建议。
[Abstract]:This paper first studies the efficiency of macro allocation of educational resources in China. By establishing the theoretical model of macro allocation of educational resources, it is proved that when the marginal output of educational investment and non-educational investment is equal, the macro allocation of educational resources reaches the optimal conclusion. On the basis of the revised theoretical model, this paper makes an empirical study on the macro allocation efficiency of educational resources in China since the reform, and proves that the optimal allocation of educational resources in China has not been achieved at the macro level. This paper then studies the efficiency of mesoscopic allocation of educational resources in China. Through the establishment and derivation of the theoretical model, the theoretical conditions of balanced allocation of educational resources, category allocation and regional allocation are obtained respectively. On the basis of the theoretical model, the empirical analysis and policy simulation are carried out by using the relevant data of China. The results show that the level, category and regional allocation of educational resources in China have not reached the optimal level. This paper also studies the efficiency of micro allocation of educational resources in China. Through the establishment and derivation of the theoretical model, the theoretical conditions for the equilibrium of the high quality resources of basic education and the micro allocation of higher education resources are obtained respectively. On the basis of the theoretical model, the empirical analysis and policy simulation are carried out by using the relevant data of China. The results show that the micro allocation of basic education and higher education in China has not reached the optimal. Finally, in view of the problems existing in the allocation of educational resources in China, this paper systematically puts forward some policy suggestions to improve the efficiency of the allocation of educational resources.
