国外校外培训机构治理:现状、经验、问题及其启示

【摘要】：校外培训机构存在于学校教育系统之外,但对素质教育的全面实施和学生的健康发展产生越来越多的影响,如何科学规范校外培训机构的发展、提升校外培训机构治理水平,是国内外共同关注的现实问题。各国政府在培训机构治理方面有着不同的举措,研究认为,完全禁止校外培训往往是无效的,提高学校教育质量是关键因素,需要防止教师在校外培训的腐败行为,加强政府资助的校内课外培训。国外在校外培训机构治理上往往存在着价值取向的困境、文化传统的惯性、政策工具的矛盾等问题。我国在实现校外培训机构治理能力提升过程中,要警惕教育改革助推校外培训,切实提高学校教育质量,加强教师自律和校外培训机构行业监管,充分利用现代化技术手段,加强政府与社会的合作。
[Abstract]:Off-campus training institutions exist outside the school education system, but they have more and more influence on the overall implementation of quality education and the healthy development of students. How to scientifically standardize the development of off-campus training institutions and improve the governance level of off-campus training institutions, It is a practical issue of common concern at home and abroad. Governments of various countries have different measures in the governance of training institutions. The study believes that a complete ban on off-campus training is often ineffective, and that improving the quality of school education is a key factor. It is necessary to prevent the corruption of teachers' training outside school and strengthen the outside training which is funded by the government. There is often a dilemma of value orientation and the inertia of cultural tradition in the management of off-campus training institutions in foreign countries. During the process of improving the governance ability of off-campus training institutions, our country should be on guard against the education reform to help promote off-campus training, to improve the quality of school education, to strengthen teachers' self-discipline and to strengthen the industry supervision of off-campus training institutions. We will make full use of modern technological means to strengthen cooperation between the government and society.
