淮安民盟在促进教育均衡发展中的作用研究

【摘要】：教育不均衡问题一直是中国教育发展中的一大难题,也是社会各界关注的焦点。作为苏北重要的中心城市,自改革开放之后,淮安市通过制度化、系统化的改革,在教育均衡发展上取得了较好的成绩。特别是淮安民盟依托参政议政制度和深厚的社会基础,在促进教育均衡化发展中发挥了重要作用,成为淮安市教育均衡化改革的一个亮点。但优秀教育资源的总量依然难以满足广大群众对教育的需求,教育不均衡现象依然严重,表现为:城乡之间的教育不均衡、区域之间的教育不均衡、不同阶层群体间的教育不均衡以及不同教育类别之间的教育不均衡。因此,选择这一课题进行研究,具有一定的理论价值和现实意义,既可以推动淮安市教育均衡化的进一步发展,对探究符合我国国情的教育发展理论亦有一定的助益。立足于淮安教育均衡发展的现状,论文采用文献法、调查法介绍了淮安教育发展中的不均衡现象并分析了其成因,运用案例法分析了淮安民盟力图促进教育均衡发展的举措,探讨了淮安民盟在促进教育均衡发展中存在的问题。如由于对相关政府部门的影响力不足、基层组织活力不足、协商民主意识有待加强、社会对民盟的认知不足等因素,建议淮安民盟可通过进一步健全完善协商民主制度、加强组织建设、协同推进兄弟党派间的合作、提升民盟的社会影响力等方法,在促进淮安市教育均衡发展中发挥更大的作用。
[Abstract]:The imbalance of education has always been a difficult problem in the development of education in China, and it is also the focus of attention from all walks of life. As an important central city in northern Jiangsu, Huaian City has made good achievements in the balanced development of education through systematization and systematization reform since the reform and opening up. Especially the Huaian Democratic League plays an important role in promoting the development of education equalization relying on the system of political participation and discussion and profound social foundation. It has become a bright spot in the reform of education equalization in Huaian City. However, the total amount of excellent educational resources is still difficult to meet the needs of the masses for education, and the imbalance of education is still serious, as shown by the imbalance of education between urban and rural areas and between regions. The educational imbalance among different social groups and between different educational categories. Therefore, the study of this subject has certain theoretical value and practical significance, which can not only promote the further development of education equalization in Huaian City, but also help to explore the theory of educational development in accordance with the national conditions of our country. Based on the current situation of the balanced development of education in Huai'an, the paper introduces the unbalanced phenomenon in the development of education in Huaian by the method of literature, and analyzes its causes, and analyzes the measures of promoting the balanced development of education in Huai'an League by case law. This paper probes into the problems existing in promoting the balanced development of education in Huaian Democratic League. For example, due to insufficient influence on the relevant government departments, lack of vitality of grass-roots organizations, need to be strengthened in the democratic consciousness of consultation, and insufficient understanding of the Democratic League in the society, it is suggested that the Huaian Democratic League can further improve the system of consultative democracy. Strengthening the organization construction, promoting the cooperation among the brothers and parties, and promoting the social influence of the League play a more important role in promoting the balanced development of education in Huai'an City.
