县域义务教育责任督学队伍建设的问题与对策探究

【摘要】:义务教育是中国基础教育的核心,其质量直接影响着基础教育的效果,而义务教育的质量有赖于义务教育督导的质量,而义务教育督导的质量取决于义务教育责任督学队伍的素质、队伍专业化建设和制度建设。本文基于江门市X区义务教育责任督学队伍建设的现状,采用问卷调查、开展访谈的方式收集所需的信息和数据进行分析,找出X区义务教育责任督学队伍建设中存在的缺陷,分析缺陷存在的原因,寻求解决问题的对策,探索加强县域义务教育责任督学队伍建设的方法。在探究中,笔者发现目前X区义务教育责任督学队伍建设中主要存在着以下问题:一是队伍的专业化问题,包括队伍结构不合理、专业素质有缺陷、准入专业性不高等;二是队伍制度建设存在缺陷,存在不足的制度有责任督学公开公示、汇报、培训、考核和保障等制度;三是督学工作信息化存在缺陷,包括督学工作信息化自我管理能力不足、督学对信息工作平台不够熟悉、督学平台上传信息不规范等。通过原因剖析,探讨了符合当地实际的解决问题的办法:一是加强队伍的专业化建设,包括通过优化校内行政岗位编制和返聘退休人员等方法来增加专职督学、增加女性督学比例、构建合理督学梯队、建立督学专业职级机制、确保督学科目专业全覆盖、督学类别构成多元化等方法来优化队伍结构,从丰富职业学识、强化职业能力、提升职业品质的角度锤炼义务教育责任督学的专业素养,通过优化聘任方式、严格实行准入考试、逐步提升督学学历、灵活调整资历标准,严格执行资格证制度等途径完善准入机制;二是完善队伍制度建设,包括完善督学公开公示、汇报、培训、考核、保障等制度的建设;三是加强督学工作信息化建设,包括扩充信息化平台管理人员队伍、加大督学使用平台的培训力度、信息上传规范化。本研究根据我国教育督导工作的发展趋势,结合县域督导工作的实际情况创新性地探讨了完善县域义务教育责任督学队伍建设的新举措:建立县域义务教育责任督学智库和县域责任督学工作实务团队,意在探索县域义务教育责任督学队伍建设的新途径。
[Abstract]:Compulsory education is the core of China's basic education, and its quality directly affects the effect of basic education, and the quality of compulsory education depends on the quality of compulsory education supervision. The quality of compulsory education supervision depends on the quality, specialization and system construction of compulsory education supervision team. Based on the present situation of the construction of compulsory education supervision team in area X of Jiangmen City, this paper adopts questionnaire survey and carries out interviews to collect the necessary information and data for analysis, and finds out the defects existing in the construction of compulsory education supervision team in area X. This paper analyzes the causes of the defects, explores the countermeasures to solve the problems, and explores the ways to strengthen the construction of the county compulsory education supervision team. In the exploration, the author found that there are the following problems in the construction of the duty inspectors of compulsory education in area X: first, the professionalization of the team, including the irrational structure of the team, the defects of professional quality, the lack of professional access, and so on; Second, there are defects in the construction of the team system, and there are deficiencies in the system of supervision of the school, such as public announcement, reporting, training, assessment and guarantee, etc. Third, there are defects in the informatization of the work of the inspector, including the insufficient ability of self-management in the informatization of the supervision of the school. Inspector is not familiar with the information work platform, supervision platform upload information is not standardized, and so on. Through the analysis of the reasons, this paper discusses the solutions to the problems in line with the local reality: first, to strengthen the professional construction of the team, including by optimizing the establishment of administrative posts in schools and re-hiring retirees to increase the number of full-time inspectors. By increasing the proportion of female school inspectors, constructing a reasonable echelon of school inspectors, setting up a mechanism of professional rank of supervisors, ensuring the full coverage of the subjects of supervision, and diversifying the types of inspectors to optimize the structure of the team, we should enrich vocational knowledge and strengthen vocational ability. To improve the professional quality of compulsory education supervision, to improve the academic qualifications of supervisors, and to adjust the qualification standards flexibly, by optimizing the way of appointment, strictly carrying out entrance examinations, and gradually improving the academic qualifications of supervisors. Strictly implementing the qualification certificate system and other ways to perfect the admission mechanism; second, perfecting the construction of the team system, including improving the construction of the system of public announcement, reporting, training, assessment, security, etc.; third, strengthening the information construction of the supervision work. Including expanding the information platform management team, increasing the training of the use of the platform, information upload standardization. According to the development trend of educational supervision in China, According to the actual situation of county area supervision, this paper discusses the new measures to improve the construction of county compulsory education duty supervisor team: establishing county compulsory education duty supervisor think tank and county responsibility supervision work practice team, The purpose of this paper is to explore a new approach to the construction of compulsory education supervision team in county.
