【摘要】：西部大开发的一个重要问题就是科学、高效地发展西部农业,提高西部农民的整体素质,从而调整产业结构,加快中西部地区经济发展。党的十一届三中全会通过的《中共中央关于农业和农村若干重大问题的决定》指出:"农业、农村和农民问题是关系改革开放和现代化建设全局的重大问题。没有农村的稳定,没有农民的小康就没有全国人民的小康,没有农业的现代化就没有整个国民经济的现代化。"因此,在西部大开发中,也应该特别重视"三农"问题。美国的中国问题专家麦克·奥克森柏格教授认为:"中国农村改革的实质是农业商品化、工业化和城市化的过程……显然,顺利实现这一转变的关键是科学知识,是文化教育。"诺贝尔经济学奖得主奥多·舒尔茨曾经一针见血地指出:"土地本身并不是使人贫困的主要因素,而人的能力和素质则是贫困的关键。"可见,在西部经济还没有得到充分发展、西部农业还不发达、西部农民整体还处于贫困境地的条件下,关注西部农村成人教育是非常必要而迫切的。
