加强职业教育中心建设为实现辽宁农村发展新思路提供人才和智力保障

【摘要】：中共辽宁省委九届五次全会对新时期的农业和农村工作做出了新的部署 ,号召全省大力推进农村工业化、产业化和城镇化进程 ,明确提出按“二三一”顺序调整农村产业结构 ,做大做强第二产业 ,大力发展第三产业 ,优化提升第一产业 ,壮大县域经济。这是一个崭新的思路。实现这一新的思路 ,离不开农村科技进步 ,离不开高素质的劳动者队伍 ,而职业教育恰恰承担着培养生产、建设、管理和服务一线高素质劳动者的重任。县职教中心是实施和发展农村职业教育和培训的重要基地 ,承担着提高农村劳动者素质、培养农村社会主义现代化建设实用型人才的重要任务。加快辽宁职教中心的建设 ,必须加强政府的统筹力度 ,强化政府行为 ;多渠道筹措经费 ,增加对职教中心的投入 ;加强就业准入制度和职业资格证书制度的实施 ,拓宽就业渠道 ;深化职业中心的教育教学改革 ;加强职教中心的专业建设 ;加强职教中心师资队伍建设 ,提高教师队伍整体素质 ;加强对职教中心建设的领导。
[Abstract]:The Fifth Plenary session of the Ninth CPC Liaoning Provincial CPC Committee made new arrangements for agricultural and rural work in the new period, calling on the province to vigorously promote the process of rural industrialization, industrialization and urbanization. It is clearly proposed to adjust the rural industrial structure according to the order of "23-1", to make the secondary industry bigger and stronger, to develop the tertiary industry vigorously, to optimize and promote the primary industry, and to strengthen the county economy. This is a new way of thinking. The realization of this new train of thought can not be separated from the progress of science and technology in rural areas and the contingent of high quality laborer, while vocational education is shouldering the important task of training production, construction, management and service for first-line high-quality laborers. The county vocational education center is an important base for the implementation and development of rural vocational education and training. It undertakes the important task of improving the quality of rural workers and cultivating practical talents in socialist modernization construction in rural areas. In order to speed up the construction of Liaoning Vocational Education Center, we must strengthen the overall planning of the government, strengthen government behavior, raise funds through various channels, increase investment in vocational education centers, and strengthen the implementation of the employment access system and the vocational qualification certificate system. Widening the employment channels; deepening the education and teaching reform of vocational centers; strengthening the professional construction of vocational education centers; strengthening the construction of teachers in vocational education centers to improve the overall quality of teachers; strengthening the leadership over the construction of vocational education centers.
