关于普及残疾儿童少年教育的构想

【摘要】：切实将残疾人教育纳入国民教育体系,遏制最近5年出现的残疾儿童少年入学率持续走低的势头,是"两基"后教育发展的必然趋势。本文提出在全国范围内实施"普残教育燎原计划",印发全国统一的残疾儿童少年教育券,在接受义务教育的残疾儿童"两免一补"的基础上,逐步免除服装费、餐费、寄宿费、为完成学业所必须的康复器具费等全额费用,逐步将残疾人教育受益面向学前、高中阶段和高等教育延伸。
[Abstract]:It is an inevitable trend for the development of education after the "two bases" to bring the education of the disabled into the national education system and curb the downward trend of the enrollment rate of disabled children in the past five years. In this paper, the author puts forward the nationwide implementation of the "Common disabled Education Program" and the issuance of a nationwide unified voucher for disabled children and juveniles. On the basis of "two exemptions and one supplement" for children with disabilities who receive compulsory education, the cost of clothing, meals and boarding will be gradually waived. The full cost of rehabilitation equipment which is necessary to complete the education of the disabled is gradually extended to pre-school, senior high school and higher education.
