政策网络视野下的中国素质教育政策过程分析

【摘要】: 20世纪80年代至今,是中国社会发生深刻变革的时代。在这个深刻变革的时代,我国教育围绕着“提高国家的综合实力”、“推进国家现代化进程,全面建设小康社会”的目标,展开了一系列基础性、开创性的改革。其中,最引人注目的改革是逐步确立了素质教育的国家教育政策。素质教育在社会转型中经过20余年的沉浮,于90年代成为国家教育政策,并且在世纪转换中日臻完善。 政策网络是一种探讨国家与社会关系的概念。由于社会的发展日趋多元化,许多公共事务不再是只靠政府就得以决定。国家与社会成员的介入参与,使公私之间的界线不再泾渭分明。中央政府、地方政府、立法机关、民间团体以及一般民众等成员间的互动频繁,决策便在互动的网络中决定。本文尝试以政策网络的概念来分析我国的素质教育政策过程。论文的研究重点在于政策制定过程中各参与行动者的互动方式与形成的网络关系,主要采取个案研究的途径,文献分析的方法,以描绘出中国素质教育的政策网络型态与互动模式。研究发现,中国素质教育的政策决策过程是先自下而上,然后自上而下的决策模式,决策者在政策过程中充分综合了相关意见,,但是却忽视了理论的先行性以及与基层执行者的沟通与协调,以致对政策推动造成某种程度的阻碍。这项教育政策实施至今近10年,可以说是争议不断。虽然理念方向获得共识,但配套措施、宣传沟通、执行策略及资源提供等却受到质疑与批评。笔者试图在复杂的政策脉络中,找出政策发展的线索,建立初步理论系统并推论得到部分的结论,作为研究素质教育政策以及公共政策过程科学化、民主化的参考。
[Abstract]:Since the 1980s, China has undergone profound changes in its society. In this era of profound change, China's education revolves around the goals of "improving the comprehensive strength of the country", "promoting the process of national modernization and building a well-off society in an all-round way". A series of fundamental and groundbreaking reforms have been launched. Among them, the most striking reform is the establishment of the national education policy for quality education, which has experienced more than 20 years of ups and downs in the course of social transformation. It became a national education policy in the 1990 s and became more and more perfect in the transformation of the century. The policy network is a concept that explores the relationship between the state and the society. Because of the increasing diversity of social development, many public affairs are no longer determined by the government alone. So that the lines between public and private are no longer distinct. There is frequent interaction between members of the central government, local governments, the legislature, civil society and the general public. This paper attempts to use the concept of policy network to analyze the policy process of quality education in China. This paper mainly adopts the method of case study and literature analysis to describe the policy network pattern and interactive mode of quality education in China. The study finds that the policy decision-making process of quality education in China is from the bottom up to the top. Then the top-down decision-making model, the policy makers in the policy process in the full synthesis of relevant views, but the neglect of the theoretical antecedent, and the grass-roots implementation of communication and coordination, This education policy has been implemented for nearly 10 years, and can be said to be controversial. Although there is a consensus on the direction of the concept, it is accompanied by measures to promote communication. The author tries to find out the clues of policy development in the complex policy context, establish a preliminary theoretical system and infer some conclusions. As a reference for the study of quality education policy and the process of scientific and democratic public policy.
