【摘要】：教师是立教之本、兴教之源,教师队伍是民办高校健康发展的根本力量。当前,我国民办高校教师权益实现过程中的主要问题有:社会地位不高、身份编制不明、待遇保障不足、职称评定困难、参与学校民主管理受限等。从各利益相关方的共同利益诉求的视角出发,实现民办高校教师权益需要构建合理的基本思路和途径措施:一是创造良好的法规政策环境,完善相关法律法规建设;二是理清民办高校教师权益实现的基本思路,即分类扶持、区别对待,属地为主、中央为辅,多方协同、逐步推进,政府有为、市场发力,共同参与、共同治理;三是明晰权益实现的途径措施,政府履行管理职能,切实发挥调控作用,学校负起办学责任,行业组织提供专业服务,助推民办高校教师权益实现。
[Abstract]:Teachers are the foundation of the establishment of education, the source of the establishment of education, teachers are the basic force for the healthy development of private colleges and universities. At present, the main problems in the realization of the rights and interests of teachers in private colleges and universities in China are: the social status is not high. The establishment of identity is unclear, the protection of treatment is insufficient, the evaluation of professional titles is difficult, and the participation in democratic management of schools is limited. From the perspective of the common interests of all stakeholders. To realize the rights and interests of teachers in private colleges and universities, we need to construct reasonable basic ideas and measures: first, to create a good policy environment of laws and regulations, and to perfect the construction of relevant laws and regulations; The second is to clarify the basic ideas for the realization of the rights and interests of private university teachers, that is, classified support, differentiated treatment, local-oriented, central auxiliary, multi-coordinated, step by step advance, the government has to do, market forces, common participation. Common governance; Third, the way to realize the rights and interests is clear, the government performs the management function, the regulation and control function is brought into full play, the school assumes the responsibility of running a school, the professional organization provides professional services, and promotes the realization of the rights and interests of the teachers in the private colleges and universities.
