基于教学管理视角的我国政府与公立高等学校的权责关系研究

【摘要】:随着现代社会经济快速发展以及高等教育的大众化,我国现行的大学制度面临前所未有的挑战,《国家中长期教育改革和发展规划纲要(2010-2020年)》,把提高人才培养质量和增强社会服务能力列为高等教育下一阶段的发展任务,同时提出了推进政校分开、管办分离,落实和扩大学校办学自主权,完善中国特色现代大学制度的体制改革要求。 研究政府与高等学校的关系,理清政府部门和高等学校各自的权力与责任,明晰哪些是政府“该管的”,哪些是“不该管,管不好”的,探索一种在政府部门监督与指导下,高等学校既能自我发展又能自我约束的现代大学制度,促使政府和高等学校合理使用权力,使政府部门有权善用,高等学校有权可用,正是推进政校分开、管办分离,落实高等学校办学自主权,建立中国特色现代大学制度的前提,是全社会都十分关心的问题。 本文以政府与高等学校的权责关系为研究对象,运用政府角色理论、新公共管理理论和行政生态学等理论知识分析政府监管高等学校的合理性和必然性、政府和高等学校的角色定位、政府和高等学校的权力界限等,以政府与某公立高等学校教学管理部门间的行政往来公文为实例,对政府与高等学校的关系进行实证研究,得出政府在对高等学校的监管过程中,存在管理越位和服务缺位的问题。认为相关法律的可执行性不强、政府与高等学校的权力界限模糊,政府对学校管理越位和服务缺位是造成府学关系失衡的原因,失衡的府学关系又带来高等学校缺乏办学特色,人才培养质量达不到社会预期,教育行政化色彩浓厚,学术自由得不到应有的尊重等广受诟病的高等教育问题,提出了完善相关法律,提高法律的可执行性,明确界定政府与高等学校的管理权力,制定共同遵守的大学章程,优化教育评价体系,,引入非官方教育评价机构,通过项目委托等形式加强府学合作等改进建议。
[Abstract]:With the rapid development of modern society and economy and the popularization of higher education, the current university system in China is facing unprecedented challenges. The outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020 lists improving the quality of personnel training and enhancing the ability of social services as the next stage of the development of higher education. At the same time, it puts forward the system reform requirements of promoting the separation of government and school, separating management and administration, implementing and expanding the autonomy of running schools, and perfecting the system of modern universities with Chinese characteristics. This paper studies the relationship between government and colleges and universities, clarifies the respective powers and responsibilities of government departments and institutions of higher learning, and clarifies what the government "should manage" and which "should not, not be well managed". This paper explores a modern university system under the supervision and guidance of the government departments, which can develop and restrain itself, promote the rational use of power by the government and institutions of higher learning, and make the government departments have the right to make good use of it. It is the premise of promoting the separation of political and school management, implementing the autonomy of running a university and establishing a modern university system with Chinese characteristics that the whole society is very concerned about the right of colleges and universities to be available. This paper takes the relationship between government and institutions of higher learning as the research object, and analyzes the rationality and inevitability of government supervision of colleges and universities by using the theory of government role, new public management theory and administrative ecology. The role of government and colleges and universities, the limits of power between the government and institutions of higher learning, and so on, taking the administrative documents between the government and the teaching management department of a public university as an example. Through the empirical research on the relationship between government and colleges and universities, it is concluded that there are problems of management offside and service vacancy in the process of government supervision over institutions of higher learning, and it is considered that the enforcement of relevant laws is not strong. The boundary of power between government and higher education is blurred, the offside of government management and the absence of service are the causes of the imbalance of the school relationship, which leads to the lack of school characteristics in colleges and universities. The quality of talent training can not meet the social expectations, education is highly administrative, academic freedom can not be respected and other widely criticized issues of higher education, put forward to improve the relevant laws, improve the enforcement of the law. Clearly define the management power of the government and colleges and universities, formulate the university charter to abide by jointly, optimize the educational evaluation system, and introduce unofficial educational evaluation institutions. Through the project commission and other forms of strengthening school cooperation and other improvement proposals.
