大学科技园专利转化机制问题研究

【摘要】：大学科技成果转化有多种形式，每种形式都有其客观的局限性，而大学科技园是一种新的、相对有效的实现形式。本文从大学的社会功能视角出发，聚焦高校专利技术成果通过大学科技园平台将大学的知识以产权的形式转化并推动社会发展，研究了大学科技园的专利转化机制问题，剖析了大学科技园对科学成果转化的有效性及其转化机理。论文使用理论研究、比较研究和实例分析的方法，通过文献分析归纳了大学科技园专利转化机制的构成要素、机制运行所产生的功能；构成要素主要有：技术来源构成、人员构成、园区制度构成；机制所产生的功能主要有：孵化器功能、加速功能、技术创新功能、人才培养功能、社会服务功能。笔者从哲学的事物发展内外因作用方面，分析了影响大学科技园专利转化机制运行的因素，研究显示：科研人员、资金因素、企业因素、环境因素、需求等因素是主要的影响因素。论文通过对Z大学科技园的实例分析，认为目前影响大学科技园企业专利转化的主要问题分别是企业入园政策、资金问题、技术的有效供给不足和人才问题。根据研究结果，，本文提出相关政策建议。大学科技园专利转化机制是一个非常复杂的过程，对相关影响因素的考察和测度可能需要多种方法交叉运用；本文对影响机制的分析还处于初步阶段，未来还需要基于新的研究视角、运用更为科学的方法进行深入研究。
[Abstract]:There are many forms of transformation of university scientific and technological achievements, each form has its own objective limitations, and the university science and technology park is a new and relatively effective form of realization. Focusing on the achievements of patent technology in colleges and universities, transforming university knowledge into property rights and promoting social development through the platform of university science and technology park, this paper studies the mechanism of patent transformation in university science and technology parks. This paper analyzes the validity and mechanism of the transformation of scientific achievements in university science parks. By using the methods of theoretical research, comparative study and case analysis, the paper summarizes the composing elements of patent transformation mechanism of university science and technology park, and the function of mechanism operation through literature analysis. The functions of the mechanism are as follows: incubator function, acceleration function, technological innovation function, talent training function, social service function. This paper analyzes the factors that affect the operation of patent transformation mechanism in university science and technology parks. The research shows that: scientific research personnel, capital factors, enterprise factors, environmental factors, Demand and other factors are the main influencing factors. Through the analysis of the case of Z University Science and Technology Park, the paper thinks that the main problems affecting the patent transformation of the enterprises in the University Science Park at present are the policy of enterprise entering into the park and the problem of capital, respectively. According to the research results, this paper puts forward some policy suggestions. The patent transformation mechanism of university science and technology park is a very complicated process, the investigation and measurement of the related factors may require a variety of methods to cross use; the analysis of the influence mechanism in this paper is still in the preliminary stage. In the future, we need to use a more scientific approach to further research based on a new research perspective.
