福建省高等教育供给问题研究

【摘要】：教育的兴旺对于国家和民族的强大起着关键性的作用,如何促进教育发展是世界各国高度关注的问题之一。改革开放以来,随着社会经济的发展,对高素质人才的需求也越来越多,加上“教育机会均等化”、“高等教育大众化”等思想的推动下,高等教育出现了一个大繁荣大发展的阶段,特别是1999年高校扩招以来,我省高等教育更是实现了跨越式发展。尽管如此,随着高等教育规模的急速扩张,我省高等教育也出现了一系列的问题,如教育整体发展不高,投入力度不够,投入结构过于单一,供给与市场需求不能有效对接,加上我省社会经济的快速发展超出了预期、人们对高等教育的需求越来越强烈以及高等教育中深层次的问题,导致以政府为主导的高等教育单一供给体制远远不能满足人民大众日益多元化的高等教育需求,从而导致高等教育的供求矛盾日益突出。因此,如何有效解决高等教育供给过程中存在的问题,促进我省高等教育又好又快发展,真正为海峡西岸经济区建设提供人力资源保证,成为摆在我们面前的一个重要课题。本文从理论和实证相结合的分析方法,从公共产品以及高等教育供给相关理论出发,分析了我省目前高等教育供给的现状以及供给过程中出现的问题,进而剖析了我省教育供给过程中存在的问题根源。同时,通过吸收国内外高等教育供给方面的成功经验,从政府、学校、市场等角度探索如何更好的改善我省高等教育供给情况。
[Abstract]:The prosperity of education plays a key role in strengthening the country and nation. How to promote the development of education is one of the most important problems in the world. Since the reform and opening up, with the development of social economy, The demand for high-quality talents is also increasing. With the help of the ideas of "equalization of educational opportunities" and "popularization of higher education," there has been a stage of great prosperity and development of higher education, especially since the expansion of university enrollment in 1999. However, with the rapid expansion of the scale of higher education, a series of problems have emerged in our province's higher education, for example, the overall development of education is not high, and the investment is not enough. Input structure is too single, supply and market demand can not be effectively linked, coupled with the rapid development of our province's social and economic beyond expectations, people's demand for higher education is becoming stronger and stronger, as well as the deep-seated problems in higher education. The single supply system of higher education led by the government is far from meeting the increasing diversity of the higher education demand of the masses of the people, which leads to the contradiction between the supply and demand of higher education becoming more and more prominent. How to effectively solve the problems existing in the supply of higher education, promote the sound and rapid development of higher education in our province, and truly provide human resources guarantee for the construction of the economic zone on the west side of the strait, has become an important subject in front of us. This paper analyzes the current situation of higher education supply and the problems in the supply process of our province from the perspective of the combination of theory and empirical analysis and from the theory of public goods and the supply of higher education. At the same time, through absorbing the successful experience in the supply of higher education at home and abroad, from the government, the school, Market and other angles to explore how to better improve the supply of higher education in our province.
