高校传统权力结构模式的缺陷及优化研究

【摘要】：我国高校传统权力结构模式主要由学术权力和行政权力两部分架构而成,学生权力在高校权力结构中没有体现,行政权力与学术权力关系表现出冲突和失衡。构建一种由学术权力、行政权力及学生权力组成的高校内部管理三元权力结构已成为当务之急。具体方法:一是通过立法为学生权力的保障提供法律依据;二是实现从高度集中的权力模式向集中与分散相结合的权力模式的转变;三是实行"自上而下"和"自下而上"双轨制权力运行机制;四是建立利益表达机制,实现对权力的协调和独立监督。
[Abstract]:The traditional power structure model of colleges and universities in our country mainly consists of academic power and administrative power, and the student power is not reflected in the power structure of colleges and universities. The relationship between administrative power and academic power shows conflict and imbalance. The internal management structure of administrative power and student power has become an urgent matter. The specific methods are as follows: one is to provide the legal basis for the protection of students' power through legislation; The second is to realize the transformation from the highly centralized power model to the centralized and decentralized power mode, the third is to implement the "top-down" and "bottom-up" two-track power operation mechanism, and the fourth is to establish a mechanism for the expression of interests. To achieve the coordination of power and independent supervision.
