吉林省公共管理部门在促进“省校合作”中的作用研究

【摘要】：中国经济要实现持续健康快速的发展，只有把科技进步作为优先发展的战略地位，把增强国家和地区自主创新能力作为中心环节来抓。产学研合作是促进技术进步的有效途径和重要手段，在产学研合作的多种形式中，“省校合作”虽然起步较晚，但其为促进产业与科技的融合发挥了重要作用，极大地调动了高校与企业的创新积极性，使科技与产业的结合更加紧密，加速了科技成果转化的进程。吉林省在科技与产业上存在一定的基础优势，，公共管理部门在推进“省校合作”中也做了大量而卓有成效的工作，使科技在经济发展中的作用越发突出。本文通过对吉林省省情和“省校合作”所处环境的分析，对吉林省“省校合作”模式进行了概括，深入研究了合作各方的利益关系，借鉴国内外公共管理部门推进校企合作的先进经验和做法，总结了公共管理部门在推动“省校合作”中的作用。在对“省校合作”的分析中本文以区域创新和三重螺旋为理论工具，从公共管理理论的角度对吉林省“省校合作”存在的问进行剖析，从而提出了吉林省公共管理部门在促进“省校合作”中要进一步找准自身的定位，优化吉林省公共管理部门促进“省校合作”的制度设计。
