市场经济条件下高校投融资体制改革研究

【摘要】：随着科技的迅速发展，高等教育越来越受到世界各国的重视，高等教育的发展水平也在很大程度上决定了一个国家的国际竞争力。然而，我国高校普遍存在经费不足问题，合理有效的高校投融资体制成为高校获得经费的关键所在。本文在研究我国高校投融资体制和国外发达国家高校投融资体制的基础上指出了我国高校投融资体制存在的主要问题及成因，并在此基础上提出了深化我国高校投融资体制改革的方法。在界定高校投融资体制相关概念的基础上，研究了计划经济时期和市场经济时期我国高校经费拨款制度、经费使用制度以及经费分配制度；以美国、英国、澳大利亚和日本等高等教育相对发达的国家为例，研究了国外发达国家高校获得教育经费的方式，指出多渠道的投融资体制是解决高校经济紧张最有效的途径；比较研究了国外发达国家和我国高校投融资体制，分析了我国高校投融资体制存在的问题及成因，提出了通过加大政府投入力度、拓展高校自筹资金途径、促进捐赠事业以及通过建立合理的高等教育分担机制等方法来有效解决高校资金紧张问题，为深化我国高校投融资体制改革提供了有价值的参考。
[Abstract]:With the rapid development of science and technology, more and more attention has been paid to higher education in the world. The development level of higher education also determines the international competitiveness of a country to a great extent. A reasonable and effective investment and financing system in colleges and universities becomes the key to obtaining funds. This paper points out the investment and financing system of colleges and universities in China on the basis of studying the investment and financing system of colleges and universities in our country and developed countries abroad. The main problems and causes, On this basis, the paper puts forward the methods of deepening the reform of investment and financing system in colleges and universities in China. On the basis of defining the related concepts of investment and financing system in colleges and universities, this paper studies the system of appropriation, use and distribution of funds in colleges and universities in the period of planned economy and market economy. For example, Australia and Japan, which have relatively developed higher education, have studied the ways of obtaining educational funds in universities in developed countries, and pointed out that multi-channel investment and financing system is the most effective way to solve the economic tension in colleges and universities. This paper makes a comparative study of the investment and financing systems in foreign developed countries and colleges and universities in China, analyzes the problems and causes of the investment and financing system in our country's universities and colleges, and puts forward the ways to expand the self-financing channels of colleges and universities by increasing government investment. The promotion of donation and the establishment of reasonable higher education sharing mechanism can effectively solve the problem of fund shortage in colleges and universities, which provides a valuable reference for deepening the reform of investment and financing system in colleges and universities in China.
