大学生公共外交意识培养研究

【摘要】：随着世界多极化、经济全球化和信息技术的发展，国与国之间的交往也逐渐向着多元化方向发展。经过30多年的改革开放，我国的国际交往方式日益丰富、外交内涵也不断得到拓展。今天的中国，无论在经济上，还是在政治上或是在文化上等各个领域，都对世界产生着重大而又深远的影响，中国普通民众和外国民众的各种交往和交流也越来越多，联系越来越紧密。“世界公民”的概念，对现在的中国民众来说，也并不像以前那么陌生了。随着中国综合国力的增强，中国在世界上发挥的作用也越来越大，并因此引起了许多国家和外国民众的深切关注，中国与世界上其它国家，已经形成了你中有我，我中有你的融合，“中国故事”和“世界故事”交相辉映，互为影响。近年来，国际社会要求中国承担更多的责任的呼声也是越来越高。为了更好地维护国家利益，促进世界和谐与和平，中国应当在国际上要有自己的话语权，而增加国际话语权的其中一条重要途径就是加强中国的公共外交。然而由于种种原因，现在仍然还有某些西方国家，其思维方式和处事方式依旧停留在冷战时期，对于社会主义事业，尤其是中国共产党领导的社会主义事业，总是持反对或否定的态度和意见。对于中国发生的事情，无论大事小事，某些西方媒体总是乐于采取歪曲事实甚至攻击的手段来进行报道。为了达到反对、丑化或遏制中国的目的，它们通过自身的媒体反复宣传，不断制造“中国威胁论”之类的炒作热点，由此误导外国普通民众，但这种偏见只会使他们国家的对华政策产生严重偏差。因此，把中国的真实情况介绍出去，消除外国民众对中国的误解，这既有利于他们自身的重大利益，也有利于世界和谐和稳定。在这种情况下，，中国国民尤其是大学生就应肩负起和国际社会交流、沟通的责任。因此，无论从营造良好的中国发展的内、外部环境来看，还是提高中国对世界的影响力来说，加强公共外交，提高中国民众尤其是大学生的国际沟通能力，显然是一项十分重要和迫切的任务。 要成功开展公共外交，就必须培养公民的公共外交意识。全国政协外事委员会主任赵启正指出曾经就大学生的公共外交意识教育与培养问题进行过特别强调。当前国际国内形势日益错综复杂，由于大学生对国家的外交政策了解不多，对公共外交知识的掌握还不全面，公共外交意识普遍不高，还难以站在更高的高度来审视和认识问题，对大学生进行公共外交意识的培养显得尤为重要和迫切。 本文的结构如下：第一章是导言，主要介绍本文研究的目的、意义、方法；第二章是公共外交意识的概念以及大学生公共外交意识的现状分析，介绍公共外交的概念、公共外交意识的内涵与特点、大学生公共外交意识的现状；第三章介绍大学生公共外交意识培养的重要性及现状；第四章介绍大学生公共外交意识培养的目标与内容；第五章介绍大学生公共外交意识培养的对策。
[Abstract]:As the world multi polarization, economic globalization and the development of information technology, communication between countries has gradually developed toward the direction of diversification. After 30 years of reform and opening up, China's international exchanges become increasingly rich, diplomatic connotation is constantly expanded. China today, no matter in economy, or in politics or in the upper culture fields, all of the world have a major and far-reaching impact, various exchanges and exchange China ordinary people and foreign people are more and more, more closely linked. The concept of "global citizens" right now China people, are not so familiar with the enhancement of comprehensive national strength China. The Chinese play a role in the world more and more, and thus caused the deep concern of many countries and foreign people, Chinese and other countries in the world, has been formed in you I have, in fusion, "Chinese story" and "world story" each other, mutual influence. In recent years, the international community for China more responsibility there is more and more high. In order to better safeguard national interests and promote harmony and peace in the world, China should be in the world to have their own words right, and increase the international discourse right one important way is to strengthen the Chinese public diplomacy. However, due to various reasons, there are still some western countries, their way of thinking and way of doing things is still stuck in the cold war period, for the cause of socialism, especially the leadership of the Communist Party of China socialism, always opposed or negative the attitude and opinions. For China happened, both big and small, some western media are always willing to distort or even attack means to be reported. To oppose, vilify or contain the purpose of China, they repeatedly by their own media propaganda, constantly making "China threat" hot speculation and the like, thus misleading the foreign ordinary people, but this bias will only make them serious deviation of policy toward China. Therefore, the real situation of Chinese introduced out and eliminate foreign the public misunderstanding of the China, which is conducive to their own material interests, but also conducive to world harmony and stability. In this case, China people especially college students should shoulder the social and international exchanges, communication and responsibility. Therefore, no matter from the building China develop good internal, external environment, or to improve the Chinese influence on the world, to strengthen public diplomacy, improve China people especially college students' international communication ability, is obviously a very important and urgent task.
To successfully carry out public diplomacy, we must cultivate the citizen's awareness of public diplomacy. The director of the Foreign Affairs Committee of the CPPCC Zhao Qizheng pointed out that once the public diplomacy and the cultivation of consciousness education of college students of special emphasis. The current international and domestic situation is perplexing, because not many of the country's foreign policy the students understand, grasp the knowledge of public diplomacy is not overall, awareness of public diplomacy is generally not high, it is difficult to stand on a higher level to examine and understand the problem of public diplomacy, culture consciousness of college students is particularly important and urgent.
This paper is structured as follows: the first chapter is the introduction, mainly introduces the research purpose, significance and methods; the second chapter is the analysis of the concept of public diplomacy consciousness and the status quo of College Students' awareness of public diplomacy, public diplomacy, introduces the concept, connotation and characteristics of the current situation of College Students' awareness of public diplomacy, public diplomacy consciousness; the third chapter introduces the importance and cultivation of students' awareness of public diplomacy; the fourth chapter introduces the objectives and contents of cultivating students' awareness of public diplomacy; the fifth chapter introduces the countermeasures to cultivate college students' awareness of public diplomacy.
