福建高校公共实验室资源管理的现状与对策探析

【摘要】：公共治理理论作为一种“多元的,民主的,合作的,新意识形态的公共行政”的新型理论,在公共管理领域不断盛行。当前,以最少的行政介入,实现公共资源的最大效益是世界教育资源管理体制改革的一大趋势,公共实验室资源作为教育资源的重要组成部分,其治理也不例外。在公共实验室资源走向公共治理的过程中,转变政府行政管理职能是关键。本文以公共治理理论为核心,以福建高校公共实验室资源的整合治理为研究对象,通过采用文献法、调查法、比较分析法、归纳法等研究方法,分析福建高校公共实验室资源管理在调控机制、管理模式、共享渠道、管理人才和思想观念等方面的现状,研究国外其他国家高校公共实验室资源的管理模式,结合其他国外高校的管理经验,分析了福建高校公共实验室资源整合的公共治理改革方向,提出了福建高校公共实验室资源整合的对策建议。
[Abstract]:The theory of public governance, as a new theory of "pluralistic, democratic, cooperative and new ideology of public administration", is constantly prevailing in the field of public administration. At present, with the least amount of administrative intervention, To realize the maximum benefit of public resources is a major trend in the reform of educational resources management system in the world, and public laboratory resources as an important part of educational resources. Its governance is no exception. In the process of public laboratory resources moving towards public governance, it is the key to change the functions of government administration. This paper takes the theory of public governance as the core, and takes the integrated governance of public laboratory resources in Fujian colleges and universities as the research object. By using the methods of literature, investigation, comparative analysis, induction and other research methods, this paper analyzes the present situation of the management of public laboratory resources in Fujian colleges and universities in the aspects of regulation and control mechanism, management mode, shared channels, management talents and ideas, etc. This paper studies the management mode of public laboratory resources in colleges and universities in other countries, and analyzes the direction of public management reform of the integration of public laboratory resources in colleges and universities in Fujian Province, in combination with the management experience of other foreign universities and colleges. This paper puts forward the countermeasures and suggestions for the integration of public laboratory resources in Fujian colleges and universities.
