高校自费来华留学生学费定价研究

【摘要】：WTO将服务贸易中留学生教育界定为完全的私人产品，所以来华留学生高等教育具有显著的私人产品属性。因此，来华留学生高等教育的学费定价的标准、方式及原则不能完全等同于本国高等教育学费定价的标准、方式及原则。来华留学生高等教育学费不应该由政府与学生、家庭共同承担。同时，在给来华留学生高等教育学费定价时亦无需过多考虑来华留学生承受能力。最重要的是在制定定价标准时，来华留学生的高等教育学费标准应高于本国高等教育学费标准，并由来华留学生及家庭承担学费。如果由来华留学生生源所在国公派的来华留学生，应由生源所在国全部或部分的承担来华留学生高等教育的学费。本文首先从我国目前现有的来华留学生学费定价标准与我国来华留学生人数增长率进行分析，得出了研究并调整来华留学生高等教育学费定价的必要性。同时，通过对来华留学生所选择的不同专业学费定价的对比，得出我国来华留学生高等教育专业学费定价不合理的结论；而对我国来华留学生高等教育定价因素分析，得出我国现行的针对来华留学生高等教育的学费定价因素与国际因素相关性并不高，无法体现来华留学生教育的国际性；最后通过对我国目前现行的来华留学生高等教育学费定价的理论与实证分析，得出目前我国大部分高校对于来华留学生高等教育学费的定价偏低。针对我国目前现行来华留学生高等教育学费定价存在的不合理现状，本文提出了一些建议。首先，完善我国来华留学生高等教育学费定价的理论基础。目前我国对于高等教育学费定价以成本分担理论为主要基础，采取“歧视定价”方式，但目前缺乏相关理论的研究。因此，为了进步一完善留学生学费定价，我们首先需要从完善学费定价理论基础开始；其次，，以影响来华留学生高等教育的定价因素为基础建立完善的一揽子定价机制；再次，进一步完善“差异化”学费定价法；最后，完善并丰富我国留学生奖学金制度。
[Abstract]:The WTO defines international student education in service trade as a complete private product, so higher education for foreign students in China has a significant private product attribute. The method and principle cannot be completely equal to the standard, method and principle of the tuition price of the local higher education. The tuition fee for the higher education of the foreign students in China should not be shared by the government, the students and the family. At the same time, The most important thing is that, when setting the pricing criteria, the higher education tuition fees for foreign students in China should be higher than the tuition fees standards for higher education in China. Students and families who come to China should bear the tuition fees in full or in part if they are sent to China by the countries from which the students come from. Based on the analysis of the current tuition pricing standards and the growth rate of the number of foreign students in China, this paper concludes that it is necessary to study and adjust the tuition pricing of higher education for foreign students in China. By comparing the pricing of tuition fees of different majors chosen by the foreign students in China, the paper draws the conclusion that the pricing of tuition fees for higher education majors of foreign students from China is unreasonable, and analyzes the pricing factors of higher education for Chinese students in China. It is concluded that the current pricing factors of tuition fees for higher education of foreign students in China are not highly correlated with international factors, which cannot reflect the internationality of the education of foreign students in China. Finally, through the theoretical and empirical analysis of the current pricing of higher education fees for foreign students in China, it is concluded that most colleges and universities in China are underpricing the tuition fees of foreign students in China at present. In view of the unreasonable situation of the current tuition pricing of higher education for foreign students in China, this paper puts forward some suggestions. At present, the pricing of higher education tuition in China is mainly based on the theory of cost sharing and adopts the method of "discriminatory pricing", but there is a lack of relevant theoretical research at present. In order to improve the pricing of tuition fees for foreign students, we first need to start with perfecting the theoretical basis of tuition pricing; secondly, we should establish a complete package pricing mechanism based on the pricing factors affecting the higher education of foreign students coming to China. Thirdly, Further improve the "differentiated" pricing of tuition fees; finally, improve and enrich the scholarship system for foreign students in China.
