河北省高校教师资源优化配置研究

【摘要】:教师是高校发展的第一资源,高校教师队伍是建设人才强省、强国的重要支撑。本文以河北省高校教师资源配置为研究对象,旨在从更深、更广的理论视角认识问题、探析成因、提出对策,为优化河北省高校教师资源配置,促进河北省高教发展及经济社会进步提供依据。论文运用了文献法、比较研究法、定性和定量相结合的研究方法。主要包括以下研究内容: 首先,,在综述国内外关于人力资源配置研究的基础上,叙述了人力资本理论、劳动力供求理论等经典理论,为本文奠定了坚实的理论基础。 其次,分析了河北省高校教师资源配置的现状及存在的问题。主要从河北省师资队伍结构、高校人力资源配置效率等方面,对现阶段河北省高校教师资源配置进行阐述。同时,从高校教师资源配置结构、教师整体质量、教师资源利用方面,分析了河北省高校教师队伍建设存在的问题。 再次,对河北省高校教师资源配置问题的成因进行了分析,从资源配置方式、高校用人制度等方面对存在的问题做出了阐释。并且将灰色理论运用到河北省高校教师需求量预测方面,检验了模型精度,预测出未来几年内河北省高校教师需求数量,为制定人才引进政策和规划提供了参考,同时应用EXCEL对GM(1,1)模型计算过程进行了演示。 最后,提出了河北省高校教师资源优化配置的途径和措施。建议河北省高校要科学合理的对教师资源进行组合以提高利用效率,逐步地以教师职务聘任制代替职称终身制,同时,还对高校内部的人才引进、培训和流动制度提出了政策建议,以更好地推动河北省高校教师资源的优化配置。
[Abstract]:Teachers are the first resource for the development of colleges and universities.The purpose of this paper is to understand the problems from a deeper and broader theoretical perspective, to analyze the causes, and to put forward some countermeasures to optimize the allocation of teachers' resources in colleges and universities in Hebei Province, taking the allocation of teachers' resources in colleges and universities in Hebei Province as the research object.To promote the development of higher education and economic and social progress in Hebei Province to provide the basis.The paper uses the literature method, the comparative research method, the qualitative and quantitative research method.It mainly includes the following research contents:First of all, on the basis of summarizing the research on human resource allocation at home and abroad, this paper describes the classical theories such as human capital theory, labor force supply and demand theory and so on, which lays a solid theoretical foundation for this paper.Secondly, it analyzes the present situation and existing problems of teachers' resource allocation in Hebei Province.From the aspects of the structure of teaching staff and the efficiency of human resources allocation in Hebei Province, this paper expounds the allocation of teachers' resources in colleges and universities in Hebei Province at the present stage.At the same time, this paper analyzes the problems existing in the construction of college teachers in Hebei Province from the aspects of the allocation structure of university teachers' resources, the overall quality of teachers and the utilization of teachers' resources.Thirdly, this paper analyzes the causes of the problem of the allocation of teachers' resources in Hebei Province, and explains the existing problems from the aspects of the way of resource allocation and the employment system of colleges and universities.The grey theory is applied to forecast the demand of college teachers in Hebei province, and the accuracy of the model is tested, and the quantity of college teachers in Hebei province is predicted in the next few years, which provides a reference for formulating the policy and planning of introducing talents.At the same time, EXCEL is used to demonstrate the calculation process of the model.Finally, the paper puts forward the ways and measures to optimize the allocation of teachers' resources in colleges and universities in Hebei Province.It is suggested that colleges and universities in Hebei Province should scientifically and reasonably combine teachers' resources in order to improve the utilization efficiency, gradually replace the tenure system with the appointment system of teachers' positions, and at the same time, introduce talents within colleges and universities.The system of training and mobility puts forward policy suggestions to promote the optimal allocation of teachers' resources in colleges and universities in Hebei province.
