论新加坡私立高等教育认证制度及其启示

【摘要】：随着高等教育的发展,高等教育认证作为一种高等教育质量保障机制,近年来受到国际组织和各国政府的广泛关注,新加坡在近十年间建立了三种私立高等教育认证制度,在很大程度上保障了新加坡私立高等教育的办学质量。本文对新加坡的私立高等教育认证制度进行研究,以期对完善我国民办高等教育质量保障体系、实施民办高等教育认证提供参考。本文首先分析了新加坡私立高等教育在新加坡教育体系中的独特地位,再从多个角度阐释了新加坡创立私立高等教育认证制度的背景和目的。新加坡私立高等教育认证制度是在国际国内的教育质量竞争、私立高等教育存在质量问题、学生投诉增多以及政府政策的要求的背景下创立的,其目的在于恢复私立教育行业的声誉增强其竞争力、保障私立高校办学质量促进其良性发展、服务社会让公众了解私立高校的办学质量以及保证学生利益吸引生源。然后较为详细地介绍了新加坡私立高等教育认证制度,新加坡私立高等教育认证制度所牵涉的认证机构、认证宗旨、认证费用、认证标准体系、认证程序以及认证结果等方面表明,新加坡私立高等教育认证制度具有多角度与多阶段的认证相结合、认证程序简明快捷以及认证结果与私立院校的未来发展密切相关等多个特点。在此基础上,本文调查了我国民办高等教育的发展概况、存在的质量问题、认证制度的现状,并且将我国现有的民办高等教育认证与新加坡私立高等教育认证做了简单的比较。从而看出,完善我国民办高等教育认证制度很有必要,这既是我国民办高等教育质量改善与提高的需要,也是社会市场竞争的要求,以及保护民办高校学生合法权益和我国高等教育与世界接轨的需要。因此,借鉴新加坡私立高等教育的认证经验,完善我国的民办高等教育认证制度可以从加强政府的作用、设立专门的认证机构、定位多角度的认证目标以及制定有针对性的标准体系等几个方面来进行。
[Abstract]:With the development of higher education, higher education certification, as a quality assurance mechanism of higher education, has received extensive attention from international organizations and governments in recent years. Singapore has established three kinds of private higher education certification systems in the past ten years. To a large extent, the quality of private higher education in Singapore is guaranteed. This paper studies the certification system of private higher education in Singapore in order to provide a reference for improving the quality assurance system of private higher education and implementing the certification of private higher education. This paper first analyzes the unique position of Singapore's private higher education in Singapore's educational system, and then explains the background and purpose of the establishment of Singapore's private higher education certification system from several angles. Singapore's private higher education certification system was established under the background of international and domestic competition for the quality of education, the existence of quality problems in private higher education, the increasing number of student complaints and the requirements of government policies. Its purpose is to restore the reputation of private education to strengthen its competitiveness, to ensure the quality of private colleges and universities to promote its benign development, to serve the community to let the public understand the quality of private colleges and universities and to ensure the interests of students to attract students. Then it introduces in detail the certification system of private higher education in Singapore, the certification organizations involved in the certification system of private higher education in Singapore, the purpose of certification, the cost of certification, the system of certification standards, Certification procedures and certification results show that Singapore's private higher education certification system has a multi-angle and multi-stage certification. The certification procedure is simple and fast, and the certification results are closely related to the future development of private institutions. On this basis, this paper investigates the general situation of the development of private higher education in China, the existing quality problems, the status quo of the certification system, and makes a simple comparison between the existing private higher education certification in China and the private higher education certification in Singapore. Therefore, it is necessary to perfect the certification system of private higher education in our country, which is not only the need of improving and improving the quality of private higher education, but also the requirement of social market competition. And protect the legitimate rights and interests of private college students and the needs of our higher education in line with the world. Therefore, learning from the certification experience of private higher education in Singapore and perfecting the certification system of private higher education in our country, we can strengthen the role of the government and set up specialized certification institutions. Position multi-angle certification target and develop a targeted standard system to carry on several aspects.
