我国高校学生事务管理政策执行中的问题研究

【摘要】：我国高校学生事务管理政策是我国高校进行学生管理的依据,同时,我国高校学生管理工作体系是我国高校学生事务管理政策顺利执行的途径。但由于我国高校学生事务管理工作起步较晚,高校学生工作体系中还存在许多不完善之处,使我国高校学生事务管理政策的执行环节中还存在许多问题。因此,笔者从我国高校学生事务管理政策的阶段性特点出发,审视当前政策在实际中的执行状况,分析其中的问题,找到原因并提出对策。首先,笔者就我国高校学生事务管理政策进行阶段性划分,包括以政治思想教育为主的萌芽阶段(1949-1965)；高校学生事务管理政策发展的停滞阶段(1966-1976)；高校学生事务管理政策的大发展阶段(1976-2005)；高校学生事务管理政策的创新阶段(2005至今)。并指出四个阶段并非具有一致性,提炼出高校学生事务管理政策的阶段性特点。其次,笔者通过分析我国高校学生事务管理政策各个阶段的特点,结合当前我国高校学生事务管理执行现状,揭示了当前我国高校学生事务管理政策执行过程中出现以下三大困境。即我国高校学生事务管理人性化、法治化和特色化的困境。透过问题,分析其本质原因：一是执行机构体制问题；二是执行主客体素质问题；三是高校校本政策制定不科学问题。最后,笔者在以上分析基础上提出解决对策。具体包括：第一,改善高校学生管理部门组织结构；第二,提高政策执行主客体的素质；第三,引入有效的监督和评估机制；第四,科学制定高校校本学生管理规定。从而使我国高校学生事务管理政策在实际中顺利执行,促使我国高校学生事务管理工作走上健康发展之路。
[Abstract]:The policy of student affairs management is the basis of student management in colleges and universities in our country. At the same time, the work system of student affairs management in colleges and universities is the way to carry out the policy of student affairs management in colleges and universities of our country smoothly. However, due to the late start of student affairs management in colleges and universities, there are still many imperfections in the system of student affairs management in colleges and universities, so there are still many problems in the implementation of student affairs management policies in colleges and universities in China. Therefore, based on the stage characteristics of the student affairs management policy in colleges and universities in China, the author examines the implementation of the current policy in practice, analyzes the problems, finds out the reasons and puts forward some countermeasures. First of all, the author divides the student affairs management policy of our country's colleges and universities into stages. It includes the budding stage of political and ideological education (1949-1965), the stagnant stage of the development of college student affairs management policy (1966-1976), the great development stage of college student affairs management policy (1976-2005), and the innovation stage of college student affairs management policy from 2005 to present. It also points out that the four stages are not consistent and abstracts the stage characteristics of college student affairs management policy. Secondly, the author analyzes the characteristics of the various stages of the student affairs management policy in colleges and universities in China, and combines the current situation of the implementation of student affairs management in colleges and universities in China. This paper reveals the following three predicaments in the process of carrying out the policy of student affairs management in colleges and universities in our country. That is, the dilemma of humanization, rule of law and characteristic of college student affairs management in our country. Through the analysis of the problems, the essential reasons are as follows: first, the system of the executive organization; second, the quality of the subject and object; thirdly, the unscientific problem of making the school-based policy in colleges and universities. Finally, on the basis of the above analysis, the author puts forward solutions. Specific include: first, improve the organizational structure of university student management; second, improve the quality of the subject and object of policy implementation; third, introduce an effective monitoring and evaluation mechanism; fourth, scientifically formulate the provisions of school-based student management. Therefore, the policy of student affairs management in colleges and universities in our country is carried out smoothly in practice, and the management of student affairs in colleges and universities in our country is promoted to the road of healthy development.
