高校破格录取招生方式研究

【摘要】:高考自1952年建制以来已走过六十一年历史,虽几经风雨但依旧为我国社会主义建设与发展输送了大量的人才。随着社会的不断发展进步,社会对于人才的多样化需求与单一化的高考评价内容和方式之间的矛盾愈发激烈。在以高考总成绩为录取标准的高校招生方式下,社会中那些具备特殊才能和突出贡献的偏才、怪才很可能因无法挤过那条独木桥而错失接受高等教育的机会。国际人才竞争的白热化趋势迫使我们不得不将培养拔尖创新型人才和行业尖端人才提上日程,恰恰是这些具备特殊才能的偏才怪才在接受优质的高等教育下才更容易成为这类行业领军人才。为他们开辟正常的高等教育入学通道,实现制度化的高校破格录取招生方式迫在眉睫。 《纲要》指出,要加快推进高校现有招生考试制度的改革,形成包括择优录取、破格录取、定向录取、推荐录取和自主录取在内的多元招生录取体系。本文以高校多元录取招生方式下的破格录取为研究主题,综合运用文献法、比较研究法和案例分析法展开论述。文章基本以“背景阐述——必要性分析——可行性分析——未来展望”的思路展开,共分为以下几个部分: 第一章是高校破格录取招生方式的背景阐述,厘清了破格录取的相关概念,总结了新中国成立后不同时期高校招生录取标准的不同侧重点,同时梳理了我国近代化以来高校破格录取招生的历史变化,为后续章节的展开做了铺垫; 第二章在分析现有高考制度失范和招生不足的基础上,以教育公平理论和多元智能理论为理论基础,以社会人才的多样化需求为现实基础分析了高校破格录取招生方式实施的必要性; 第三章基于以古鉴今的考虑,整理并分析了建国前后我国部分高校破格录取招生实例;并以清华大学和四川大学为例,分析研究这两所高校近年来所推行的特殊的招生政策,总结了高校破格录取招生方式的经验和发展启示; 第四章再现了美国高校多元化的招生录取制度,指出不同类型的高校采取的招生方式和招生政策也各有不同。其中着重阐释了美国高校招生制度中的特殊招生录取政策,总结了借鉴意义; 第五章从健全的制度设计、良好的外部氛围和强有力的监管环境三个层面为高校破格录取招生方式的制度化与规范化运行提出了实施和操作建议。
[Abstract]:The college entrance examination has passed through 61 years history since the establishment of the college entrance examination in 1952. Although it has experienced several storms and hardships, it still sends a large number of talents for the socialist construction and development of our country. With the continuous development and progress of the society, the contradiction between the diversified demand for talents and the single content and method of college entrance examination evaluation is becoming more and more fierce. In the way of college enrollment which takes the total score of college entrance examination as the admission standard, those talents with special ability and outstanding contribution in society may miss the opportunity of higher education because they can not cross the bridge. The trend of intense international talent competition has forced us to put on the agenda the training of top-notch innovative talents and industry cutting-edge talents. It is precisely those with special talents who are more likely to become industry leaders with quality higher education. It is urgent for them to open up normal entrance channels of higher education and to realize the institutionalization of college enrollment. The outline points out that it is necessary to speed up the reform of the existing enrollment examination system in colleges and universities, and form a pluralistic admission system including meritorious admission, exceptional admission, directional admission, recommended admission and independent admission. In this paper, the research topic is the unusual admission under the multiple admission method, and the comparative research method and the case analysis method are used comprehensively. The article is based on the idea of "background expounding-necessity analysis-feasibility analysis-future outlook", which is divided into the following parts: The first chapter is the background of the way of university enrollment, clarify the relevant concepts, summed up the new China after the founding of different periods of college admission standards different emphases, At the same time, it combs the historical changes of college enrollment since the modernization of our country, and paves the way for the subsequent chapters. The second chapter is based on the theory of educational fairness and multiple intelligences, based on the analysis of the current college entrance examination system and the lack of enrollment. Based on the diversified needs of social talents, this paper analyzes the necessity of implementing the method of outlier enrollment in colleges and universities. The third chapter, based on the consideration of the ancient times and the present, collates and analyzes some special enrollment cases of universities in China before and after the founding of the people's Republic of China, and takes Tsinghua University and Sichuan University as examples to analyze and study the special enrollment policies carried out by these two universities in recent years. This paper sums up the experience and development enlightenment of the way of enrollment in universities and colleges. Chapter four reproduces the pluralistic enrollment system of American colleges and universities, and points out that different types of colleges and universities adopt different enrollment methods and enrollment policies. It emphasizes the special enrollment policy in the American college enrollment system and summarizes the significance of reference. The fifth chapter puts forward some suggestions for the institutionalization and standardization of college enrollment from three aspects: sound system design, good external atmosphere and strong supervision environment.
