南大科学园促进大学生创业的政策研究

【摘要】：随着科技创新的飞速发展,对创新人才的培养越来越受到各国政府的关注。为适应建设创新型国家的要求,促进创新型人才培养体系建设,同时也为了缓解我国大学生日益严峻的就业形势,本文将如何运用政府政策促进大学生创业作为研究的重点,全文围绕这一现实问题展开。本文从制度研究的角度入手,运用了比较研究和案例分析等方法,对美国斯坦福科技园、英国剑桥科技园和中国北航科技园、中国南京工业大学科技园的学生创业政策进行了研究,分析比较了各种创业扶持政策带来的效应,在立足南京地方政策的基础上,对南大科学园促进大学生创业政策提出建议,希望通过具体政策的改进和实施不断推进政产学研的融合,加快学生自主创业的步伐,为我国科技成果转化和缓解就业矛盾做出贡献。本文研究的对象是公共政策领域的具体政策,是针对南大科学园目前所处的阶段开展的,通过本文的研究,可以为南大科学园进一步深化学生创业扶持政策提供参考,帮助园区进行这方面的研究,通过一系列政策的制定和实施,真正发挥地方政府在大学科技园运作过程中的重要作用,通过政产学研间更好的结合方式推进南大科学园的建设,从而更好服务于南京区域经济的发展。
[Abstract]:With the rapid development of scientific and technological innovation, more and more governments pay attention to the cultivation of innovative talents. In order to adapt to the requirements of building an innovative country, to promote the construction of innovative talents training system, and to alleviate the increasingly serious employment situation of college students in China, this paper focuses on how to use government policies to promote college students' entrepreneurship. The full text revolves around this one realistic question unfolds. From the perspective of institutional research, this paper applies comparative research and case analysis to the Stanford Science Park, Cambridge Science Park and China Northern Aviation Science Park in the United States, the United States of America, the Cambridge Science Park and the China North Aviation Science Park. This paper studies the entrepreneurship policy of students in the Science and Technology Park of Nanjing University of Technology of China, analyzes and compares the effects of various entrepreneurship support policies. Based on the local policies in Nanjing, the paper puts forward some suggestions on promoting the entrepreneurship policy of university students in the Science Park of Nanjing University. It is hoped that through the improvement and implementation of specific policies, the integration of government, industry, education and research will be promoted, the pace of students' self-employment will be quickened, and contributions will be made to the transformation of scientific and technological achievements and the alleviation of employment contradictions in China. The object of this paper is the specific policy in the field of public policy, and it is aimed at the stage in which Nanda Science Park is currently in. Through the research in this paper, we can provide a reference for further deepening the policy of supporting students' entrepreneurship in Nanda Science Park. To help the park carry out research in this area, through the formulation and implementation of a series of policies, to truly give play to the important role of local governments in the operation of the University Science Park, and to promote the construction of the Science Park at Nanda through a better combination of government, production, education and research. In order to better serve the development of Nanjing regional economy.
