基于利益相关者理论的高校毕业生就业信息平台整合策略研究

【摘要】:高校毕业生是国家宝贵的人才资源,随着近年来我国高校毕业生规模的逐步扩大,高校毕业生的就业难也逐步成为了一个社会问题。当然,毕业生就业难的根源很多,诸如现行高等教育人才培养模式和就业体制机制的缺陷、毕业生和单位在招聘过程中期望值错位等,但是很重要的一个原因是当前毕业生就业市场中存在着严重的信息不对称的问题,要解决好就业信息不对称,则需要不断完善高校毕业生就业信息平台的建设,整合供需双方的就业信息资源。 高校毕业生就业信息平台作为就业公共服务的重要内容,对政府优化配置人力资源和促进就业起到重要保障,而目前我国就业公共服务存在机构上的“三足鼎立”格局、信息化水平相对低下、信息孤岛现象依旧突出、完善的就业服务体系尚未构建等现状,这在一定程度上反映出各利益相关者只考虑到各自部门利益或个体利益,并未形成合力,进而实现共同治理,促进高校毕业生的充分就业。 研究高校毕业生就业信息平台的整合策略,关键离不开对利益相关者的界定和分析。在高校毕业生就业信息平台整合中,,首要利益相关者是用人单位、学生、政府、各级各类人才服务机构(包括人才中心、职介所和高校毕业生就业指导中心)以及高校,次要利益相关者是毕业生家庭及社会公众。各利益相关者对于就业信息平台的完善和整合都有各自的需求,而构建一个集信息汇集、整合、发布、分析和监控于一体的高校毕业生就业信息平台不仅是政府的职能,同样也是各利益相关者共同的目标。要做到高校毕业生就业信息平台的有效整合,就必须兼顾到各利益相关者的各自利益,从信息平台整合和发展的实际出发,我们将着重解决好两方面的问题:一是通过体制机制的建设和完善,以政府层级制为基本的制度保障,构建从中央到地方横向部门和纵向机构的协同机制,各司其职,推动就业信息平台的整合和完善;二是对于就业信息平台整合中的利益相关主体——政府、各级各类人才服务机构,要实现横向职能部门之间、纵向不同层级机构之间的信息资源的共享。 通过对高校毕业生就业信息平台的整合策略的研究,将对高校毕业生实现信息共享和交互、减少求职成本、提高求职成功率带来帮助,同时也将对用人单位降低招聘成本、减少人力资本投入和提高招聘有效度带来益处。
[Abstract]:College graduates are the country's valuable talent resources. With the gradual expansion of the scale of college graduates in China in recent years, the difficulty of obtaining employment for college graduates has gradually become a social problem. Of course, there are many root causes of the difficulties in obtaining employment for graduates, such as the defects of the current higher education talent training model and employment system, the mismatch of expectations between graduates and units in the recruitment process, and so on. However, one of the most important reasons is that there is a serious problem of asymmetric information in the current employment market of graduates. In order to solve the problem of asymmetric employment information, it is necessary to continuously improve the construction of employment information platform for college graduates. Integrate the employment information resources of both supply and demand. As an important part of employment public service, the employment information platform for college graduates plays an important role in ensuring the government to optimize the allocation of human resources and promote employment. The information level is relatively low, the phenomenon of information isolated islands is still prominent, and the perfect employment service system has not yet been constructed, which to some extent reflects that the stakeholders only consider the interests of their respective departments or individuals, and do not form a resultant force. Then achieve common governance, promote the full employment of college graduates. The key to study the integration strategy of employment information platform for college graduates is to define and analyze the stakeholders. In the integration of the employment information platform for college graduates, the primary stakeholders are employers, students, the government, all kinds of talent service organizations at all levels (including talent centers, job agencies and employment guidance centers for college graduates) and colleges and universities. Secondary stakeholders are graduate families and the general public. All stakeholders have their own needs for the perfection and integration of employment information platform, and it is not only the function of the government to construct a college graduate employment information platform which integrates information collection, integration, release, analysis and monitoring. It is also a goal shared by all stakeholders. In order to achieve the effective integration of the employment information platform for college graduates, we must take into account the respective interests of the stakeholders, and proceed from the reality of the integration and development of the information platform. We will focus on solving two problems: first, through the construction and improvement of the institutional mechanism, taking the system of government hierarchy as the basic institutional guarantee, we will build a synergistic mechanism of horizontal and vertical departments from the central to local levels, each performing its functions. Promoting the integration and improvement of the employment information platform; second, for the stakeholders in the integration of the employment information platform-the government, all kinds of personnel service organizations at all levels, to achieve horizontal functional departments, Vertical sharing of information resources between different levels of institutions. Through the research on the integration strategy of the employment information platform for college graduates, it will help college graduates to share and interact information, reduce the cost of seeking jobs, and improve the success rate of job hunting, and at the same time, it will also reduce the recruitment costs for employers. Reducing investment in human capital and increasing recruitment effectiveness bring benefits.
