英国学院学校(Academy)办学体制研究

【摘要】:作为社会重要构成部分的教育,总是伴随社会的发展而不断变革。随着人类社会的发展,社会对教育的要求已从“人人受教育”转变为“人人都能享受优质的教育”。人们对教育的需求日益多样化及对教育公平观的重新认识,都要求单一的学校教育体制向多样化、特色化的学校教育体制转变。多样化与特色化成为当前国际教育改革浪潮的关键词。学院学校作为英国当前教育改革的重要组成部分,无疑承担着这样两项任务。多样与特色则藉由学院学校独特的办学体制来实现。 本文比较深入地探究了英国学院学校产生的背景,通过资料分析对学院学校的内涵进行了归纳,,对学院学校的办学体制进行分析总结,最后探究学院学校办学体制的特征。 本文分为以下三个部分: 第一章主要探究了学院学校的产生、发展与成型。在全球化背景下,促进教育均衡发展是时代发展的诉求,英国国内基础教育质量发展不均衡的现状,教育改革提高教育标准的目标及其对学校多样性的要求,市场化理论在教育改革中的引入都是提出学院学校计划的直接动因。本章还探讨了学院学校从撒切尔时期到2010年间的变化,并对学院学校成型的标志——学院学校法案进行了分析,以明晰学院学校的本质。 第二章对学院学校的办学体制进行了归纳,着重从学院学校的办学主体构成、资金来源、办学主体的权利与义务以及地方教育当局在办学体制中的角色几个方面进行分析,并对不同的办学主体辅以实例进行说明。 第三章总结了学院学校办学体制的特征。其特征主要体现:首先,改变政府在办学体制中的职能定位,由地方教育当局包揽办学转为社会多元办学,同时注重发挥地方教育当局的统筹作用;其次,实现教育权力下放,形成学院学校办学主体的自主管理,确保学校特色化发展;再次,透过办学主体多样化来实现学校多样化发展;最后,透过办学主体多样化与多元化,充分吸收社会上可利用的教育资源。
[Abstract]:As an important part of society, education always changes with the development of society. With the development of human society, the demand for education has changed from "education for all" to "quality education for all". The demand for education is becoming more and more diverse, and the new understanding of the concept of education equity requires a single school education system to change to a diversified and characteristic school education system. Diversification and characterization have become the key words of the current wave of international education reform. College schools, as an important part of the current education reform in Britain, undoubtedly undertake such two tasks. Diversity and characteristics are realized by the unique system of running schools. This paper probes deeply into the background of the British college school, summarizes the connotation of the college school through the data analysis, analyzes and summarizes the running system of the college school, and finally probes into the characteristics of the school running system of the college school. This paper is divided into the following three parts: the first chapter mainly explores the emergence, development and formation of college schools. Under the background of globalization, to promote the balanced development of education is the demand of the development of the times, the current situation of the unbalanced development of the quality of basic education in Britain, the goal of the educational reform to improve the educational standards and the requirements for diversity of schools. The introduction of market-oriented theory in the educational reform is the direct reason for putting forward the college school plan. This chapter also discusses the changes of college schools from Thatcher period to 2010, and analyzes the symbol of the formation of college schools-College School Act, in order to clarify the nature of college schools. The second chapter summarizes the school running system of the college school, focusing on the composition of the main body of the school, the source of funds, the rights and obligations of the main body of the school and the role of the local educational authorities in the school system. And to different school main body auxiliary with the example to carry on the explanation. The third chapter summarizes the characteristics of the school system. The main features are as follows: first, changing the function of the government in the school system, changing the local education authorities to social pluralistic schools, and paying attention to the role of local education authorities; secondly, to achieve decentralization of education. Form the independent management of the main body of the school, ensure the characteristic development of the school; thirdly, realize the diversified development of the school through the diversification of the main body of the school; finally, through the diversification and diversification of the main body of the school, Fully absorb the available educational resources in society.
