中国高校学生资助工作的价值及其实现途径

【摘要】：高校学生资助工作是中国高等教育内容的重要组成部分,是中国高校教育功能实现的重要衡量指标,没有完善的高校学生资助工作就谈不上高校教育目的的实现。贫困学生教育是高校教育不容忽视的群体,因此,中国的高校学生资助体系必须根据高校教育方针,努力提高对于在校每一个学生的教育质量,使高校的贫困生能够在智力、品德和人格塑造等各方面得到全面发展,为培养社会主义合格接班人奠定扎实基础。文章从中国高校资助工作的内涵入手,探讨了中国高校学生资助工作价值实现的困境及其成因,并通过借鉴发达国家高校学生资助工作模式,针对性的提出了中国高校学生资助工作价值实现的途径,以期待对中国高校学生资助工作改革有所裨益。本文共分为5个部分：第1章,即导论,首先探讨了本课题的研究背景及其意义,然后对国内外关于高校学生资助工作的研究现状进行了分析,最后阐述了本文的研究方法、思路及其特色与不足之处。第2章,本章首先对中国高校资助工作的含义及其发展轨迹进行了阐述,进而从理论和实践两个层面对中国高校学生资助工作的价值进行了系统的分析。第3章,关于中国高校学生资助工作价值难以实现的困境及成因分析。首先,通过问卷调查了解长沙6所高校学生资助工作现状；然后,从资金来源单一,资助对象失之偏颇,学生简单受助和教育效果缺失四个方面探讨了中国高校学生资助工作价值实现的困境表现；最后,分析了造成这种现状的成因,主要包括教育投资支持乏力,资助体系不尽完善,资助过程监督虚位,资助手段简单粗糙和资助队伍参差不齐。第4章,通过对美国、英国和日本高校学生资助工作模式的对比分析,从中得出两点启示,即更新理念、进一步完善资助模式,改进助学贷款还款方式和资金回收机制,促进资助工作良性循环。第5章,探讨了中国高校学生资助工作价值实现的途径：健全资助体系,强化制度设计；加大投入力度,广拓资助渠道；丰富资助手段,注重人本关怀；夯实人员基础,组建高素质工作队伍。
[Abstract]:College student funding is an important part of the content of higher education in China and an important measure of the realization of the educational function of Chinese universities. Without perfect work of student financial assistance in colleges and universities, there can be no realization of the purpose of education in colleges and universities. The education of poor students is a group that can not be ignored in higher education. Therefore, according to the educational policy of colleges and universities, China's student financial aid system must strive to improve the quality of education for every student in the university, so that the poor students in colleges and universities can have intelligence. Moral character and personality molding and other aspects of comprehensive development, for the cultivation of qualified socialist successors laid a solid foundation. Starting with the connotation of college financial aid in China, this paper probes into the dilemma and causes of the realization of the value of student financial assistance in Chinese universities, and draws lessons from the work mode of student financial assistance in developed countries. This paper puts forward the ways to realize the value of student financial aid in Chinese colleges and universities in order to benefit the reform of student financial aid work in Chinese colleges and universities. This paper is divided into five parts: the first chapter, the introduction, first discusses the research background and significance of this topic, and then analyzes the current situation of the research on student financial assistance at home and abroad. Finally, the research method, train of thought, characteristics and shortcomings of this paper are expounded. In chapter 2, this chapter firstly expounds the meaning and development track of the financial aid work in Chinese colleges and universities, and then makes a systematic analysis of the value of student financial aid work in Chinese colleges and universities from the two aspects of theory and practice. Chapter 3 analyzes the difficulties and causes of the value of college student support in China. First of all, through the questionnaire survey to understand the status of student funding in six universities in Changsha; then, from the single source of funds, the object of funding is biased. This paper discusses the difficult situation of realizing the value of student financial aid in Chinese universities from four aspects: simple aid for students and lack of educational effect. Finally, it analyzes the causes of this situation, including the lack of support for education investment. The funding system is not perfect, the supervision of the aid process is empty, the aid means are simple and rough, and the funding team is not uniform. Chapter 4, through the comparative analysis of the work mode of student aid in the United States, the United Kingdom and Japan, draws two enlightenments from it, that is, to renew the idea, to further improve the funding model, to improve the repayment mode of student loan and to improve the mechanism of fund recovery. To promote a virtuous cycle of funding. The fifth chapter discusses the ways to realize the value of student financial assistance in Chinese universities: perfecting the financial aid system, strengthening the system design, increasing the investment, expanding the funding channels, enriching the aid means, paying attention to the humanism, strengthening the personnel foundation, Set up a high-quality work force.
