基于路线图的高等教育项目管理模式研究

【摘要】：当今世界,国家综合国力的竞争已经在某种程度上变成教育的竞争。因此,一个国家的高等教育水平往往决定一个国家在世界的发展水平和地位。如今高等教育的迅猛发展,很大程度上是由于每个国家实施的一系列高等教育项目,如我国的“211工程”和“985工程”、日本的“21世纪COE计划”和欧盟的“终身学习计划”等。高等教育项目已经成为一个国家高等教育活动的必要组成部分,高等教育项目管理水平逐渐成为一个国家高等教育发展的重要因素。论文采用理论探索、专家访谈、案例分析、理论建模等研究方法。首先,对项目、项目管理和高等教育项目等主要概念界定,并介绍技术路线图原理和方法,以及在综述项目管理历史发展的基础上,着重阐明了现代项目管理理论和方法。其次,论文结合国内外高等教育项目管理的实践分析,总结国内外高等教育项目管理实践的特点。最后,论文结合第二章的理论和第三章的管理实践,以路线图的方法将现代项目管理理论和方法引进高等教育项目管理,建构了高等教育项目管理模型,同时为我国高等教育项目的管理提出了相关改革建议。论文研究的创新点在于系统地将现代项目管理理论和方法引入高等教育项目管理之中,为高等教育管理研究提供了一条具有实际应用价值的研究方向,也为高等教育项目管理另辟新的道路,高等教育项目管理有了系统性的理论依据。采用路线图的方法保证了高等教育项目管理模式能够清晰地传达给高等教育项目相关主体,包括项目发起人、项目管理人以及项目的具体建设和实施者。
[Abstract]:In today's world, the competition of national comprehensive national strength has to some extent become the competition of education. Therefore, a country's higher education level often determines a country's development level and status in the world. The rapid development of higher education today is largely due to the implementation of a series of higher education projects in each country, such as Project 211 and Project 985 in China. Japan's Coe Plan for the 21st Century and the European Union's lifelong Learning Program. The higher education project has become a necessary part of a country's higher education activities, and the management level of the higher education project has gradually become an important factor in the development of a country's higher education. This paper adopts theoretical exploration, expert interview, case analysis, theoretical modeling and other research methods. Firstly, the main concepts of project, project management and higher education project are defined, and the principle and method of technology roadmap are introduced. On the basis of summarizing the historical development of project management, the theory and method of modern project management are expounded emphatically. Secondly, the paper summarizes the characteristics of higher education project management at home and abroad by analyzing the practice of higher education project management at home and abroad. Finally, combining the theory of the second chapter and the management practice of the third chapter, the paper introduces the modern project management theory and method into the higher education project management by the method of road map, and constructs the higher education project management model. At the same time, it puts forward some reform suggestions for the management of higher education projects in China. The innovation of this paper lies in the systematic introduction of modern project management theories and methods into higher education project management, which provides a research direction with practical application value for the study of higher education management. It also provides a new way for higher education project management. The road map method is adopted to ensure that the higher education project management model can be clearly communicated to the relevant subjects of the higher education project, including the project sponsors, project managers and the concrete construction and implementers of the projects.
