香港高等教育外部质量保障:背景、架构与经验

【摘要】：为应对高等教育由精英化走向大众化引发的质量问题以及全球经济、科技与高等教育竞争的挑战,近20年来,香港在高等教育质量保障方面进行了积极地探索,建立了完善、规范的高等教育质量外部保障体系。从香港高等教育外部质量保障体系来看,主要有如下特征与经验:转变政府职能,重视发挥社会中介机构的作用;重视教学、科研和管理,实施全面质量保障;兼顾过程与结果,着力于教育质量改进;具有国际视野,吸收国际一流学者、专家和"利益关系人"参与;确立高校在质量保障中的主体和基础地位,注意平衡"问责"与"改进"。
[Abstract]:In order to deal with the quality problems caused by higher education from elite to popularization and the challenge of global economy, science and technology and higher education competition, Hong Kong has actively explored and improved the quality assurance of higher education in the past 20 years. Standard external guarantee system of higher education quality. From the external quality assurance system of higher education in Hong Kong, there are the following characteristics and experiences: transforming government functions, giving play to the role of social intermediary organizations, attaching importance to teaching, scientific research and management, and implementing total quality assurance; Taking into account the process and results, focusing on improving the quality of education, having an international perspective, involving international first-class scholars, experts and "stakeholders", establishing the main body and basic position of colleges and universities in quality assurance, Balance accountability with improvement.
