我国民办独立院校行政部门绩效管理研究

【摘要】:自20世纪80年代国家教育部批准首批民办独立院校,民办独立院校作为我国高等教育的重要组成部分在近十年来不仅得到了迅速发展,而且也扮演着越来越重要的角色,全国各地已出现上千所民办独立院校。随着世界经济全球化和我国对外开放进程的加快,我国的市场经济的高速发展不仅给我国的高等教育带来了难得的发展机遇,同时也对其提出了严峻的挑战。民办独立院校的行政部门管理水平在一定程度上决定其办学竞争能力,要成为高水平的高等院校就必须引进高水平的管理人才、实施高水平的管理模式。我国这些迅速发展的民办独立院校虽然其管理机制相对比较灵活,但是由于办学历史相对较短,办学经验较为不足,其行政部门的绩效管理仍然是其管理体系中相对薄弱的环节,这种低水平的绩效管理模式不仅严重影响了民办独立院校的办学效益,进而成为我国民办独立院校发展的主要制约因素。民办独立院校的行政部门在提高院校办学绩效方面具有尤为重要的作用,其部门绩效考核指标体系与院校绩效提高又直接相关,所以探索适当的绩效考核指标体系,在提高其服务协调质量和办公效率等方面具有重要作用。因此,如何改变我国民办独立院校行政部门现有的低水平绩效管理模式,构建高水平的行政部门绩效管理指标体系,在提高其行政管理水平、增强管理能力的同时,,保障其绩效管理的有效性和高效性,这是所有民办独立院校必须面对的当务之急。本文针对当前我国民办独立院校行政部门绩效管理中存在的突出问题,分析并揭示出这些问题产生深层原因,结合绩效管理的相关理论提出更加完善、可行的行政部门绩效管理模式和指标体系,以期能够为我国民办独立院校行政部门的管理体制改革和管理模式创新提供有益的参考和借鉴。
[Abstract]:Since the National Ministry of Education approved the first batch of private independent colleges in the 1980s, as an important part of higher education in China, private independent colleges have not only developed rapidly in the past decade, but also played an increasingly important role in the past decade. There have been thousands of independent private colleges and universities all over the country. With the globalization of the world economy and the acceleration of the process of opening to the outside world, the rapid development of China's market economy has not only brought a rare opportunity for the development of higher education in our country, but also posed a severe challenge to it. To a certain extent, the administrative management level of private independent colleges determines their competitive ability to run a school. To become a high-level university, it is necessary to introduce high-level management talents and implement a high-level management model. Although the management mechanism of these rapidly developing private independent colleges in China is relatively flexible, because of the relatively short history of running a school, the experience of running a school is relatively inadequate. The performance management of its administrative department is still a relatively weak link in its management system. Then it becomes the main restricting factor of the development of private independent colleges. The administrative departments of private independent colleges play a particularly important role in improving the performance of colleges and universities. The index system of departmental performance evaluation is directly related to the improvement of college performance, so the proper performance evaluation index system is explored. It plays an important role in improving the quality of service coordination and office efficiency. Therefore, how to change the current low level performance management mode of the administrative departments of private independent colleges and universities, and to construct a high level performance management index system of administrative departments, while improving their administrative management level and enhancing their management ability, To ensure the effectiveness and efficiency of its performance management is an urgent task for all private independent colleges. In view of the outstanding problems existing in the performance management of the administrative departments in the private independent colleges and universities, this paper analyzes and reveals the deep causes of these problems, and puts forward a more perfect combination of the relevant theories of performance management. The feasible administrative performance management model and index system can provide useful reference and reference for the reform of administrative system and the innovation of management mode of private independent colleges and universities in our country.
