西安地区公办高校教师收入分配制度研究

【摘要】:高等学校收入分配制度改革是事业单位收入分配制度改革的重要方面,,深化高校收入分配制度改革对于贯彻落实科教兴国战略、人力资源强国战略和提升高校核心竞争力具有深刻的现实意义,对于增进区域创新发展动力具有促进价值。在西安建设区域性专业性国际化大都市的背景下,研究西安地区公办高校教师收入分配制度的改革,对于理顺分配关系,规范收入分配秩序,构建科学合理、公平公正的收入分配体系,调动高校教职工的积极性和创新性,具有重要的现实意义。因此,进一步加大西安地区公办高校教师收入分配制度改革的力度,建立一套符合高校自身特点的自主灵活的收入分配管理制度已势在必行。 在当前全国分配制度改革深入推进的大环境下,本文在梳理国内外研究现状的前提下,以基于区域整体推动高校教师收入分配改革为切入点,以收入分配制度的相关理论为基础,运用文献资料法、归纳总结法、比较分析法、数理统计法,梳理和研究西安地区公办高校教师收入分配制度改革的历史沿革,总结西安地区公办高校教师收入分配制度的特点和收入分配过程中存在的诸多问题。在分析导致当前西安地区公办高校教师收入分配制度问题原因的基础上,通过分析和梳理美国、日本、德国、新加坡等国家的高校教师收入分配制度制度的典型做法和经验,从构建固定工资定期增长机制、理顺高校主管部门与高校之间的关系、完善高校绩效工资制度、健全收入分配制度优化的配套措施四大层面提出西安地区公办高校教师收入制度分配优化的具体路径。
[Abstract]:The reform of income distribution system in colleges and universities is an important aspect of the reform of income distribution system in institutions of higher learning. Deepening the reform of income distribution system in institutions of higher learning is of great importance to the implementation of the strategy of rejuvenating the country through science and education. The strategy of strengthening the country of human resources and promoting the core competitiveness of colleges and universities are of profound practical significance and are of value in promoting the impetus of regional innovation and development. In the context of Xi'an 's construction of a regional professional and international metropolis, this paper studies the reform of the income distribution system of teachers in public colleges and universities in Xi'an, which is scientific and reasonable for straightening out the distribution relationship, standardizing the order of income distribution, and constructing a scientific and reasonable system. Fair and just income distribution system, arousing the enthusiasm and innovation of staff in colleges and universities, has important practical significance. Therefore, it is imperative to further strengthen the reform of the income distribution system of teachers in public colleges and universities in Xi'an, and to establish a set of independent and flexible income distribution management system in accordance with the characteristics of colleges and universities. Under the background of the current national distribution system reform, this paper, on the premise of combing the current research situation at home and abroad, takes the reform of college teachers' income distribution based on the whole region as the starting point. Based on the relevant theories of income distribution system, this paper applies the methods of literature, summarization, comparative analysis and mathematical statistics to sort out and study the historical evolution of the reform of the income distribution system of teachers in public colleges and universities in Xi'an. This paper summarizes the characteristics of the income distribution system of teachers in Xi'an public colleges and universities and the problems existing in the process of income distribution. Based on the analysis of the causes of the current problems in the income distribution system of teachers in public universities in Xi'an, the typical practices and experiences of the income distribution system of university teachers in the United States, Japan, Germany, Singapore and other countries are analyzed and combed. In order to perfect the performance wage system of colleges and universities, we should set up a regular increase mechanism of fixed wages, straighten out the relationship between the competent departments of colleges and universities, and improve the performance pay system of colleges and universities. Four levels of supporting measures to perfect the optimization of income distribution system are put forward, and the specific ways to optimize the distribution of teachers' income system in Xi'an region are put forward.
