天津市高校科技成果转化现状及理论探析

【摘要】：伴随着知识经济时代的到来,党中央强调坚持把实现创新驱动发展作为根本任务,把促进科技成果转化为现实生产力作为主攻方向,把科技惠及民生作为本质要求,把增强科技长远发展能力作为战略重点。高校是当今社会教育和知识生产的先锋,高校在国家创新体系中的角色也更加重要。本文以科技成果转化为研究对象,通过文献综述切入主题,了解当前研究情况。然后将视角聚焦到天津市高校的科技成果转化这个具体问题上,通过统计分析,对天津市今年高校科技成果转化现状做了透彻分析,从数据中发现当前天津市高校科技成果转化中存在的各种问题。为了解决这些问题,本文并未急于直接寻求解决之策,而是通过理论分析,抓住科技成果转化本质,在进行深入理论分析之后,才提出解决问题的根本之道。理论分析中,本文利用知识管理、创新扩散、吸收能力三大理论,深入探究科技成果转化本质,对其过程进行剖析,详解其过程。本文的研究主要是定性、定量相结合的方法。首先通过统计近些年数据,对天津市科技成果转化现状做了揭示和分析。天津市高校科技人才队伍和科研经费都稳步增长,但仍然存在结构性问题。高校的人才队伍中从事试验发展方面研究的科技人员偏少,且多年来绝对数量基本出于停滞状态,没有增长。科研经费方面数据表明校企合作仍然没有多大进展。而后运用知识管理、吸收能力、创新扩散三个理论,分别对科技成果转化从纵深方向、横向、竖向对科技成果转化内在机理、机制进行了剖析。现状分析和理论探析是本文的两大重点。针对天津市高校在科技成果转化中存在的各种问题,本文提出了一些对策建议。在体制上,本文提出建立面向市场的高校科研立项系统,企业从科研阶段就开始与高校建立合作关系;本文构想通过构造科技成果转化的产业链,分散风险,从机制上解决问题;对于企业,则建议加强学习型组织的建设,增强吸收能力和创新能力。
[Abstract]:With the arrival of the era of knowledge economy, the CPC Central Committee has emphasized that the realization of innovation-driven development is the fundamental task, the promotion of scientific and technological achievements into the actual productive forces as the main direction of attack, and that science and technology to benefit the livelihood of the people is the essential requirement. Strengthen the ability of long-term development of science and technology as a strategic focus. Colleges and universities are the vanguard of education and knowledge production, and their role in the national innovation system is more important. In this paper, scientific and technological achievements are transformed into research objects, and the current research situation is understood through literature review. Then focusing on the specific issue of the transformation of scientific and technological achievements in Tianjin's universities, through statistical analysis, this paper makes a thorough analysis of the status quo of the transformation of scientific and technological achievements in Tianjin's colleges and universities this year. The problems existing in the transformation of scientific and technological achievements in colleges and universities in Tianjin are found from the data. In order to solve these problems, this paper is not eager to seek solutions directly, but through theoretical analysis, grasp the essence of transformation of scientific and technological achievements, after in-depth theoretical analysis, put forward a fundamental solution to the problem. In the theoretical analysis, this paper makes use of the three theories of knowledge management, innovation diffusion and absorptive capacity to probe into the nature of the transformation of scientific and technological achievements, to analyze its process, and to explain its process in detail. The research in this paper is mainly qualitative and quantitative methods. First, through statistics in recent years, the status quo of scientific and technological achievements in Tianjin is revealed and analyzed. Tianjin university science and technology personnel and research funds have steadily increased, but there are still structural problems. The number of scientific and technological personnel engaged in experimental development in colleges and universities is relatively small, and the absolute number is basically stagnant for many years and has not increased. Research funding data show that cooperation between schools and enterprises is still not much progress. Then, using the theories of knowledge management, absorptive capacity and innovation diffusion, this paper analyzes the internal mechanism and mechanism of the transformation of scientific and technological achievements from the depth direction, horizontal direction and vertical direction respectively. The present situation analysis and the theory analysis are the two major emphases of this article. In view of the problems existing in the transformation of scientific and technological achievements in Tianjin colleges and universities, this paper puts forward some countermeasures and suggestions. In terms of system, this paper puts forward the establishment of market-oriented scientific research project system in colleges and universities, and enterprises begin to establish cooperative relations with colleges and universities from the stage of scientific research. This paper proposes to construct the industrial chain of the transformation of scientific and technological achievements to spread the risks and solve the problems from the mechanism; for enterprises, it is suggested to strengthen the construction of learning organizations and enhance the absorptive and innovative abilities.
