青岛市大学生创业融资政策研究

【摘要】：随着我国社会主义市场经济体制的不断完善,各级政府出台一系列政策积极鼓励大学生开展创业活动。本文首先采用比较分析法对国内和国外的大学生创业融资政策进行研究,结合我国的实际情况加以分析和借鉴。其次,对青岛市大学生创业融资政策的现状展开调查,针对青岛市6所大学毕业年级的学生以问卷方式进行300份问卷调查,对在青岛市进行实际创业的8名大学生采用面对面访谈,并对有关政府部门和多家银行进行了走访。最后,在实证研究的基础上,从政府和金融机构、大学和社会三个层面对大学生创业融资政策展开分析,并提出相应的政策建议。当前大学生创业融资政策主要包括：政府政策引导、创业融资支持、高校创业培训及社会环境鼓励等几个方面。研究认为,针对大学生创业融资的政策处在探索执行阶段,存在诸如政策执行力度不佳、帮扶渠道单一,金融机构缺乏参与积极性,高校、社会未形成有利于创业有效机制等问题。建议：政府和金融机构应强化政策执行力度,完善和提高小额担保贷款政策,大力发展风险投资和创业基金,引导创建科学的创业企业融资模式。高校应形成统一的帮扶机制,加强创业宣传培训,设立校企合作基金,拓宽创业渠道。社会层面,应建立适合我国现状的创业互助体系,同时促进成功的创业大学生企业家进行反哺。
[Abstract]:With the continuous improvement of socialist market economy system, governments at all levels have issued a series of policies to actively encourage college students to develop entrepreneurial activities. Firstly, this paper uses comparative analysis method to study the policy of college students' venture financing both at home and abroad, and analyzes and draws lessons from the actual situation of our country. Secondly, the current situation of venture capital policy for college students in Qingdao is investigated, and 300 questionnaires are conducted for graduates of 6 universities in Qingdao. Face-to-face interviews were conducted among 8 college students who started their own businesses in Qingdao, and some government departments and banks were interviewed. Finally, on the basis of empirical research, this paper analyzes the entrepreneurial financing policies of college students from the three levels of government, financial institutions, universities and society, and puts forward corresponding policy recommendations. The current college students' venture financing policies mainly include: government policy guidance, venture capital support, university entrepreneurship training and social environment encouragement. The research believes that the policy of venture capital for college students is in the stage of exploration and implementation, such as poor policy implementation, single support channels, lack of participation enthusiasm of financial institutions, colleges and universities, Society has not formed an effective mechanism conducive to entrepreneurship and other issues. Suggestions: the government and financial institutions should strengthen the implementation of policies, improve and improve the policy of small guarantee loans, vigorously develop venture capital and venture capital, and guide the establishment of a scientific financing model for venture enterprises. Colleges and universities should form a unified support mechanism, strengthen entrepreneurial propaganda and training, set up a school-enterprise cooperation fund, and broaden the channel of entrepreneurship. At the social level, we should establish a mutual help system which is suitable for the present situation of our country, and promote successful entrepreneurs of entrepreneurial college students to take back feeding.
