国家助学贷款政策制定的公平性研究

【摘要】:国家助学贷款是指由政府支持、商业银行或者其他金融机构发放的、用于贫困学生支付高等教育学费或生活费用,以学生的未来收入为第一还款来源的贷款。自1999年实行以来,逐渐成为高等教育资助体系中最为重要的方式。国家助学贷款政策是解决贫困学生学习和生活的经济困难的良好途径,有利于避免学生因经济困难而失去接受高等教育的机会,从而享受教育机会平等的权利,有助于促进教育公平、社会公平。但正是这一旨在实现教育公平的政策本身存在着一些有失公允的地方。 本文从国家助学贷款政策制定中的不公平性入手,总结了国家助学贷款政策存在的几方面问题,助学贷款资源紧张,并不能保证所有的贫困大学生都能享受到政策以及应贷对象认定的不公平和对研究生和本科生的助学贷款没有区别对待;贷款额度过于刚性,不能灵活地满足实际需要和助学贷款结构上的不公平;还贷方式及期限的刚硬性。在此基础上本文探究了发展和完善我国国家助学贷款政策的建议。 本论文主要研究的结论是:国家助学贷款政策作为一种公共政策,公平性也应当是其所追求的根本价值目标;国家助学贷款政策存在着有失公允的现象;国家助学贷款政策的公共政策性质决定了政府应充分发挥主导作用,,同时也应发挥银行、高校及学生的积极性来共同促进国家助学贷款政策的改革与完善;加强法律法规及制度建设也是改革与完善该政策的必由之路。
[Abstract]:State student loan is a loan supported by the government, commercial banks or other financial institutions for poor students to pay for higher education tuition or living expenses, based on the student's future income as the first source of repayment. Since its implementation in 1999, it has gradually become the most important way of financing higher education. The National Student loan Policy is a good way to solve the economic difficulties of poor students in studying and living, and is conducive to avoiding students from losing access to higher education because of economic difficulties and thus enjoying the right to equal opportunities in education. It is helpful to promote educational equity and social equity. But it is this policy, which aims to achieve educational equity, which itself has some unfair aspects. Starting with the unfairness in the policy-making of the national student loan, this paper summarizes the problems existing in the policy of the national student loan, and the shortage of the resources of the student loan. There is no guarantee that all the poor college students can enjoy the policy and the unfairness of the object of loan, and there is no difference in the student loan between graduate student and undergraduate student. The loan quota is too rigid to meet the actual needs and the unfair structure of the student loan, and the way of repayment and the rigid maturity of the loan are too rigid to meet the practical needs and the unfairness of the student loan structure. On this basis, this paper explores the development and improvement of our country's national student loan policy suggestions. The main conclusions of this paper are as follows: as a public policy, the equity of the national student loan policy should also be the fundamental value goal it pursues, the unfair phenomenon exists in the national student loan policy, and the fairness of the national student loan policy should be the fundamental value goal it pursues. The public policy nature of the national student loan policy determines that the government should give full play to the leading role, at the same time, the enthusiasm of the banks, universities and students should be brought into play to jointly promote the reform and improvement of the national student loan policy; Strengthening the construction of laws, regulations and systems is also the only way to reform and perfect the policy.
