东北石油大学校园一卡通项目管理能力研究

【摘要】:信息时代的到来,推进数字化建设不断前行。校园一卡通项目是数字化校园的有机组成部分,是构建在校园网络之上的一个信息化应用成果,它按照数字化校园的思想,集成校园已有和新建的各项应用系统,提供统一的身份识别与电子支付服务,能够在校园内实现“一卡在手,走遍校园”的便捷。近年来,东北石油大学随着信息化社会的不断进步,其信息化校园建设的步伐也在不断地推进过程中,并且取得了丰硕的成果。2010年以来,东北石油大学为提高对广大师生教学、科研、学习、生活等方面的服务质量,提升学校管理决策的信息化水平,有效的整合各信息化系统数据,将东北石油大学建设成数字化的校园,决定建设基于数字化校园的一卡通系统。目前,东北石油大学校园一卡通项目的开展主要集中于技术开发及运行机制等方面的研究,而该项目的管理还基本上处于初级探索阶段,对于其管理能力的自身衡量还没有趋于成熟。 本文以国内外相关领域的研究成果为理论基础,采用定量与定性、理论与实证等方法相结合的方式进行东北石油大学校园一卡通项目管理能力研究。首先依据科学性、可行性、可比性、合理性、简明性与全面性原则从项目前期管理、项目设计规划管理、项目组织管理、项目实施管理、项目验收管理、项目后期管理及维护能力六个方面建立东北石油大学校园一卡通项目管理能力评价指标体系。其次,运用SPSS软件对因子进行筛选以确定最终的东北石油大学校园一卡通项目管理能力评价指标体系,并采用ANP方法确定东北石油大学校园一卡通项目管理能力各评价指标的权重。然后,根据东北大学校园一卡通项目管理能力所具有的模糊性及复杂性运用专家打分法对东北石油大学校园一卡通项目管理能力进行综合评价。最后根据评价结果从重视前期决策管理能力、夯实项目设计管理能力、持续提升项目组织管理能力、不断加强项目实施管理能力、不断加强项目验收管理能力、重点强化项目后期维护及管理能力六个方面提出提升东北石油大学校园一卡通项目管理能力的策略。
[Abstract]:With the arrival of the information age, the construction of digitalization has been pushed forward. Campus all-in-one Card Project is an organic part of digital campus and an information-based application achievement built on campus network. According to the idea of digital campus, it integrates the existing and newly built application systems of campus. Provide the uniform identification and electronic payment service, can realize in the campus "one card in the hand, walks all over the campus" the convenience. In recent years, with the continuous progress of the information society in Northeast Petroleum University, the pace of the construction of its information-based campus has also been advancing continuously, and has achieved fruitful results since 2010. In order to improve the service quality of teachers and students in teaching, scientific research, study, life and so on, Northeastern Petroleum University can improve the information level of school management and decision-making, and effectively integrate the information system data. Northeastern Petroleum University will be built into a digital campus, decided to build a digital campus based on the one-card system. At present, the campus card project of Northeast Petroleum University is mainly focused on the research of technology development and operation mechanism, and the management of the project is still basically at the initial stage of exploration. The self-measurement of its management ability has not yet matured. Based on the research results of domestic and foreign related fields, this paper uses quantitative and qualitative, theoretical and empirical methods to study the management ability of campus one-card project of Northeast Petroleum University (Northeastern Petroleum University) with the combination of quantitative and qualitative, theoretical and empirical methods. First of all, according to the principles of science, feasibility, comparability, rationality, simplicity and comprehensiveness, from the pre-project management, project design planning management, project organization management, project implementation management, project acceptance management, After the project management and maintenance ability of six aspects to establish the Northeast Petroleum University campus card project management ability evaluation index system. Secondly, the SPSS software is used to screen the factors to determine the final evaluation index system of the project management ability of the all-in-one card on the campus of Northeastern Petroleum University. And the ANP method is used to determine the weight of each evaluation index of the management ability of the one-card project on the campus of Northeastern Petroleum University. Then, according to the fuzziness and complexity of the one-card project management ability of Northeast University campus, the comprehensive evaluation of the project management ability of the one-card project of Northeast Petroleum University campus is carried out by using the expert scoring method. Finally, according to the evaluation results, we should attach importance to the early decision-making management ability, strengthen the project design management ability, continuously improve the project organization management ability, continuously strengthen the project implementation management ability, and constantly strengthen the project acceptance management ability. This paper puts forward the strategy of enhancing the management ability of the one-card project on campus of Northeast Petroleum University from six aspects of strengthening the maintenance and management ability of the project in the later period.
