高校社会服务能力评价决策支持系统的研究与设计

【摘要】：高校社会服务职能是高校的重要职能之一,是社会政治、经济、文化和高等教育自身发展到一定阶段的产物。高校的社会服务已经成为社会和经济发展的重要推动力量。科学合理的高校社会服务能力评价有利于指导高校对资源进行优化配置,有利于高校对社会服务的内容和方式进行调控,更好的发挥高校的社会服务职能作用。因此,如何对高校的社会服务能力进行有效评价,并建立一套合理、有效的高校社会服务能力评价决策系统,具有重要的现实意义。本文以高校社会服务能力评价指标和评价方法的选择为核心,在对系统综合评价方法和决策支持系统理论进行深入研究的基础上,对高校社会服务能力评价的方法进行总结,并从评价指标和评价方法的选取两方面进行研究。在选取评价指标的过程中,本文分析了选择评价指标的基本原则和步骤,运用递归层次结构,以专家咨询服务、设施服务和社会公益服务三方面作为一级指标,然后逐层建立了清晰、易于理解、并且涵盖较广的结构化高校社会服务能力评价指标体系。在评价方法上,由于高校社会服务评价指标包括定量指标和定性指标,本文在分析多重评价方法的基础上,运用层次分析法确定指标权重,着重采用模糊综合评价法和灰色关联分析法对高校社会服务能力进行综合评价。在选择合适评价模型的基础上,本文构建了高校社会服务能力评价的系统模型和数据库模型,对系统进行了设计和初步实现。
[Abstract]:The social service function of colleges and universities is one of the important functions of colleges and universities, and it is the product of the development of social politics, economy, culture and higher education itself to a certain stage. The social service of colleges and universities has become an important driving force of social and economic development. The scientific and reasonable evaluation of the social service ability of colleges and universities is beneficial to guide colleges and universities to optimize the allocation of resources, to regulate and control the contents and ways of social services, and to play a better role in the social service functions of colleges and universities. Therefore, how to effectively evaluate the social service ability of colleges and universities and establish a set of reasonable and effective evaluation and decision-making system of social service ability of colleges and universities has important practical significance. Based on the comprehensive evaluation method and the theory of decision support system, this paper summarizes the evaluation method of social service ability in colleges and universities based on the selection of evaluation index and evaluation method of social service ability in colleges and universities, and on the basis of in-depth research on the comprehensive evaluation method and the theory of decision support system. And from the evaluation index and evaluation method selection two aspects to carry on the research. In the process of selecting the evaluation index, this paper analyzes the basic principles and steps of selecting the evaluation index, uses the recursive hierarchical structure, and takes the three aspects of expert consultation service, facility service and social public service as the first-level indicators. Then set up a clear, easy to understand, and cover a wide range of structural university social service ability evaluation index system. In terms of evaluation method, because the evaluation index of social service in colleges and universities includes quantitative index and qualitative index, on the basis of analyzing multiple evaluation methods, this paper uses analytic hierarchy process (AHP) to determine the index weight, The fuzzy comprehensive evaluation method and grey relational analysis method are used to evaluate the social service ability of colleges and universities. On the basis of choosing the appropriate evaluation model, this paper constructs the system model and database model of the evaluation of the social service ability of colleges and universities, and designs and implements the system.
