安徽省高等教育国际化现状与对策研究

【摘要】：随着经济全球化、区域经济一体化的发展和知识经济的兴起、科技水平成为推动经济发展的巨大动力,高等教育教育国际化已经是高等教育发展的必然趋势。伴随中国经济的发展,越来越融入世界,国际的交流与合作也日趋活跃,中国的高等教育学界也早已经开始关注世界高等教育国际化的发展趋势并积极推动国内高等教育国际化的发展。作为安徽省自身,目前也处在产业转型、经济结构调整、经济发展方式转变的关键时期,在这样的机遇下,安徽迫切需要的是大量的人才,特别是需要大批高素质的国际化的人才。而安徽省高素质的国际化的人才的培养取决于安徽省高等教育国际化的程度。因此,认真分析安徽省高等教育国际化的现状和发展水平,以及安徽省高等教育国际化发展过程中存在的问题,以及安徽省发展高等教育国际化所面临的内外部环境,并提出相应的政策。从而加快安徽省高等教育国际化的发展进程,为安徽省乃至全国的经济建设培养更多的高素质的国际化人才。 本文通过研究高等教育国际化的概念和内涵、动因、特征等,并根据结合美国、欧盟、中山大学等诸多关于高等教育国际化评价体系的研究和广州市所颁布的高等教育国际化评价体系。通过综合研究所确定的安徽省高等教育国际化发展评价体系,具体指标包括战略与规划与组织、人员交流、教学与科研交流、成果交流等指标。然后,搜集安徽省近年在高等教育国际化的战略规划、高等教育国际化人员交流、参加及主办国际性会议的情况、科技成果、国(境)外期刊收录的论文数等方面的具体数据,并应用这一评价指标体系对安徽省高等教育国际化人员交流、办学合作、成果交流、战略规划等方面的发展现状进行研究,并且把一些指标与一些与安徽省经济社会发展情况相类和比安徽省经济发展情况好的省份的具体数据进行比较,并对安徽省的一些典型研究型高等院校、综合型高等院校、应用型高等院校、民办高等院校和高等职业学院进行个案研究。通过与和安徽省经济社会发展情况相类以及比安徽省经济社会发展情况好的省份的比对和对典型研究型高等院校、综合型高等院校、应用型高等院校、民办高等院校和高等职业学院进行的个案研究发现安徽省高等教育国际化发展存在着一些不尽如人意的地方。如：国际化规划不适合省情、高等教育国际化的合作面偏窄、高等职业教育的国际化没有得到应用重视、民办高等教育的国际化没有的到应有重视、高等教育国际化的合作形式不够多样化、高等教育国际化的法律法规和规范性文件不够健全、国际性组织的作用没有的到重视、高等教育国际化的专业人员缺乏、忽视了大学联盟的作用、不够重视文化传播等问题。这些因素严重制约着安徽省高等教育国际化的发展。 要加快安徽省高等教育国际化的发展,就要根据我省高等教育国际化的发展现状以及面对的竞争环境提出适合我省高等教育国际化发展的对策。笔者结合安徽省高等教育国际化的发展现状以及安徽省发展高等教育国际化所面对的内外环境等,提出了一些针对目前安徽省高等教育国际化发展现状的对策方法。包括：制定适合我省省情的高等教育国际化发展规划、扩大我省高等教育国际化的合作面、推进我省高等职业教育的国际化工作、提高我省民办高等教育国际化的水平、发展我省高等教育国际化的多样化的合作形式、制定有利于我省高等教育国际化健康发展的法律法规、重视国际性组织对发展高等教育国际化的推动作用、加快培育我省高等教育国际化的专业人员、重视大学联盟对高等教育国际化的作用、加大我省的文化传播等措施,更好的发展我省的高等教育国际化事业。
[Abstract]:With the economic globalization, the development of regional economic integration and the rise of the knowledge economy, the level of science and technology has become a great power to promote the economic development, and the internationalization of the education of higher education is an inevitable trend of the development of higher education.
