美国创建高等教育强国的历史经验及其启示

【摘要】：美国在创建高等教育强国的过程中积累了丰富的经验。建国后国土面积不断扩大,移民数量不断增加,经济持续快速发展为美国高等教育的快速发展提供了沃土和强大的动力;美国民众有重视教育的传统,美国政府始终把优先发展高等教育当作立国之本的战略大事来抓;充分调动当地民众和社会团体兴办高等教育的积极性;善于向高等教育发达国家学习,并能根据本国的实际大胆创新;充分发挥高等教育机构办学自主权,强调高等教育的多元化。要加快我国高等教育改革与发展的步伐,就要认真学习和借鉴美国创建高等教育强国的历史经验,要注意为我国高等教育改革与发展创造良好的外部环境,引导我国高等教育机构加强和高等教育先进国家的交流往来,建立和完善我国高等教育法律法规制度,促使我国高等教育机构在法律法规的指导下自主办学。
[Abstract]:The United States has accumulated a wealth of experience in the process of building a powerful country in higher education. After the founding of the people's Republic of China, the land area continued to expand, the number of immigrants continued to increase, and the sustained and rapid economic development provided fertile soil and strong impetus for the rapid development of higher education in the United States. The American people have the tradition of attaching importance to education, and the United States government has always attached priority to the development of higher education as the foundation of the country, fully arousing the enthusiasm of the local people and social organizations to set up higher education. Be good at learning from developed countries of higher education, and can innovate boldly according to the reality of our country, give full play to the autonomy of higher education institutions, and emphasize the diversification of higher education. In order to speed up the reform and development of higher education in China, it is necessary to conscientiously study and learn from the historical experience of establishing a powerful country in higher education in the United States, pay attention to creating a good external environment for the reform and development of higher education in China, guide higher education institutions in China to strengthen exchanges with advanced countries in higher education, and establish and perfect the laws and regulations and systems of higher education in China. To promote higher education institutions in China to run their own schools under the guidance of laws and regulations.
