抑制“NEET”现象的社区教育作用探论

【摘要】： 近几年,随着经济体制的转型、社会结构的调整和高校扩招的高歌猛进,一系列社会问题正日益显现,其中很重要的一个表现就是“NEET”现象的出现。与被裁撤员工和下岗员工不同,“NEET”的特点是低龄化趋势明显和主动不就业心态严重。这一现象已经引起了社会的广泛关注。社区,一直以来就是与青年联系最为密切的场所之一,许多青年毕业之后,不就业或参加进一步的学习,沦为“NEET”,社区就成为他们生活、娱乐的重要场所,对于青年的健康发展具有特殊的意义。社区教育是一种非正规教育,在我国出现的时间较晚,发展也不成熟,但它作为一种以满足社区民众的利益和需求为目的的新兴教育形式,有着学习形式多样、学习内容丰富、岗位培训因地制宜等诸多优势,加之青年在社区一定程度上的自我认同感,使得稳固的、高质量的社区能够在相当程度上帮助青年的正常社会化和工作职业化。本文从学习型社区、学习型社会的视角出发,以终身教育、全民教育和和谐社会的理论为根据,从分析“NEET”现象入手,探讨了社区和社区教育对于抑制“NEET”现象、服务“NEET”就业和增强青年的社会认同感、实现自我价值方面的作用,总结出了社区教育对于抑制“NEET”现象的指导模式和其他社区教育举措。
[Abstract]:In recent years, with the transformation of the economic system, the adjustment of the social structure and the rapid development of enrollment in colleges and universities, a series of social problems are becoming increasingly apparent. One of the most important manifestations is the appearance of "NEET". Unlike the employees who have been abolished or laid off, the characteristics of "NEET" are that the trend of younger age is obvious and the mentality of active non-employment is serious. This phenomenon has caused widespread concern in the society. The community, which has always been one of the most closely connected places with young people, has become an important place for them to live and play without employment or further study after graduation. Community education is a kind of non-formal education, which appeared late in our country and is not mature. However, as a new form of education aimed at meeting the interests and needs of the people in the community, it has many advantages, such as diverse learning forms, rich learning contents, job training, and so on. Combined with a certain degree of self-identity in the community, a stable, high-quality community can help young people to socialize normally and professionalize their work to a certain extent. From the perspective of learning community and learning society, based on the theory of lifelong education, universal education and harmonious society, this paper analyzes the phenomenon of "NEET", and discusses the effect of community and community education on restraining "NEET" phenomenon. It serves the employment of "NEET", strengthens the social identity of young people, realizes the function of self-worth, summarizes the guiding mode of community education for restraining "NEET" phenomenon and other measures of community education.
