广西职业培训策略研究

【摘要】: 党的十六大报告明确提出“要加强职业教育和培训,发展继续教育,构建终身教育体系”,“造就数以亿计的高素质劳动者、数以千万计的专门人才和一大批拔尖创新人才”。作为职业教育当中最具特色、最具活力部分的职业培训,是解决当前中国技术人才短缺最为有效的途径之一。如何针对各地实际制订相应的职业培训策略,搞好职业培训就成了我们关注的问题。选择广西职业培训作为本研究的对象不仅因为广西地处西部,经济、社会发展相对滞后,而且因为它是中国民族最多的省区之一,在西部极具代表性,根据其特殊性制订有效的职业培训策略具有重要的理论和现实意义。 本文以马克思主义原理和社会学、经济学相关理论为指导,对广西职业培训问题进行定性和定量分析,力图在借鉴国内外经验的基础上制订符合广西实际的职业培训策略。论文主要包括四个部分: 第一部分介绍了本研究的课题来源、研究方法和研究视角。 第二部分是对职业培训相关理论和国内外经验的介绍。首先是对本文涉及的相关概念(职业培训、职业培训的主要类型和职业培训机构)进行界定;其次介绍了本文的理论依据,主要包括结构功能主义和人力资本理论;最后对国内外的一些成功经验和做法进行概要的叙述,主要包括:广东高级技校集团化、上海的“政府购买培训成果”、江苏的社区就业培训、德国“双元制”、美国社区学院、澳大利亚TAFE培训体系。 第三部分是对广西职业培训的现状分析。主要从三个方面进行分析: 一是对广西职业培训总体情况的介绍。重点介绍了劳动和社会保障厅下辖培训机构2004年的情况。 二是对广西职业培训样本的基本描述分析。包括广西职业培训抽样调查和样本情况、职业培训的水平、个人参加培训的主动性、对所参加培训的评价、不参加培训的原因和对培训的期望等六个方面。结果发现广西职业培训存在以下问题:1.广西的整体培训水平比较低。通过培训取得等级证书的约占参加培训总数的25.1%,在获得证书的人中,获得高级及以上技术等级证书的只约占4.8%。2.培训模式单一,绝大部分是定向培养模式。也就是说广西职业培训还处在最初的单纯培养某一岗位技能的阶段。3.个人参加培训的积极性不高。通过对培训者培训类型、培训原因、培训信息获取以及培训费用承担四个方面的分析,笔者得出以下结论:在广西接受培训的人中,大部分人参加培训都是出于单位的要求,个人参加培训的主动性不强。4.人们对培训机构的总体评价不高。满意度最低的是培训机构的硬件设施和培训费用,分别只有35.7%和32.8%。不满意率最高的是培训费用,为21.6%,
[Abstract]:The report of the 16th National Congress of the Communist Party of China clearly pointed out that "it is necessary to strengthen vocational education and training, to develop continuing education, to build a lifelong education system" and to "bring up hundreds of millions of high-quality workers, tens of millions of specialized talents and a large number of top-notch innovative talents". As the most characteristic and dynamic part of vocational education, vocational training is one of the most effective ways to solve the shortage of technical talents in China. How to formulate the corresponding vocational training strategy and how to do the job training well have become the problem that we pay close attention to. Guangxi vocational training is chosen as the object of this study, not only because Guangxi is located in the west, the economic and social development is relatively lagging, but also because it is one of the provinces and regions with the largest number of nationalities in China, and it is extremely representative in the western region. It is of great theoretical and practical significance to formulate effective vocational training strategy according to its particularity. Under the guidance of Marxist theory, sociology and economics, this paper makes a qualitative and quantitative analysis of the vocational training in Guangxi, and tries to draw on the experience at home and abroad to formulate a vocational training strategy in accordance with Guangxi's actual situation. The thesis mainly includes four parts: the first part introduces the source of this research, research methods and research perspective. The second part is the introduction of vocational training theory and experience at home and abroad. Firstly, it defines the related concepts (vocational training, the main types of vocational training and vocational training institutions), and then introduces the theoretical basis of this paper, including structural functionalism and human capital theory. Finally, some successful experiences and practices at home and abroad are briefly described, including the collectivization of Guangdong advanced technical schools, the "government purchase training results" in Shanghai, the community employment training in Jiangsu, and the "dual system" in Germany. American Community College, TAFE training system, Australia. The third part is the present situation analysis of Guangxi vocational training. Mainly from three aspects of analysis: first, the general situation of vocational training in Guangxi. This paper mainly introduces the training institutions under the Ministry of Labor and Social Security in 2004. Second, the basic description and analysis of Guangxi vocational training samples. It includes six aspects: sample survey and sample situation of Guangxi vocational training, level of vocational training, initiative of individual participation in training, evaluation of training participation, reasons for not participating in training and expectation of training. The results show that the following problems exist in Guangxi vocational training: 1. 1. Guangxi's overall training level is relatively low. About 25. 1% of the total number of participants received a grade certificate through training. Among those who obtained a certificate, only 4. 8% of them received a certificate of advanced technical grade or above. The training mode is single, most of which are targeted training mode. In other words, Guangxi vocational training is still in the initial stage of training a post skills. 3. Individuals are not highly motivated to take part in training. Based on the analysis of the training type, the reasons, the information and the cost of the training, the author draws the following conclusion: most of the trainees in Guangxi take part in the training out of the requirements of the unit. Individual participation in training initiative is not strong. 4. The overall evaluation of training institutions is low. The lowest degree of satisfaction is the hardware facilities and training cost of the training institution, only 35.7% and 32.8% respectively. The highest rate of dissatisfaction is the cost of training, which stands at 21.6.
