【摘要】:正强调教育均衡发展的过程中,必须首先承认地区间教育发展的差异性,只有在尊重差异性的基础上,才能寻求区域间教育发展的均衡性和全面性,进而实现中国教育发展的丰富性和多样性。差异是客观存在的现实我国区域间教育发展水平存在差距,是不可否认的事实。尽管政府采取了转移支付、重点扶持、优先发展、对口援助等一系列措施,加强和提高不利地区的教育发展,并取得了一些成效。但是,这种努力仍然改变不了区域间教育发展存在差距的状况。即使办学条件实现全国范围内的统一或者标准化,但在教育发展的内部活动与过程之中,难以达成统一或者标准化,包括学校管理、教师队伍、学生与家庭群体及其社区环境等等。在农村教育取
